The Child Welfare Education Program (CWEP) is a partnership between Portland State University’s School of Social Work and Oregon’s Department of Human Services (DHS), Child Welfare Agency. In partnership with Oregon’s Department of Human Services, we are conducting qualitative and quantitative research to document the implementation and outcomes of the LIFE program. LIFE is an innovative approach to reducing time in out of home placement by providing intensive, multi-modal interventions that integrate Family Finding, Family Meetings, Parent Mentors, and a focus on family and youth voice in reducing the time spent in care for youth at high risk for long term foster care placements.

Family Connections Oregon (FCO) was a three-year demonstration project funded by the Children’s Bureau in which a co-located coordinator provided a package of services - intensive family finding and engagement, family group conferencing, and follow-up - within the first 60 days of a child’s out-of-home placement. These practices are continuing in Oregon through a IV-E waiver demonstration project called Leveraging Intensive Family Engagement (LIFE).

The State of Oregon was an early implementer of family-centered practices to improve child welfare outcomes by effectively engaging families so that children avoid placement or spend less time in care. Despite this promising history, statewide availability of such practices had not yet been attained. With the support of the Family Connections Grant, Oregon Department of Human Services (DHS) partnered with the Child Welfare Partnership at Portland State University’s (PSU) School of Social Work to address this need.

The Center for the Improvement of Child and Family Services at Portland State University was contracted by the Oregon Department of Human Services (DHS), Child Welfare Division to conduct the evaluation of the Title IV-E Waiver Demonstration Project. The project was funded by the U.S. Department of Health and Human Services, through the Children’s Bureau. Oregon’s IV-E Waiver Demonstration involved the implementation and evaluation of two innovative service models for families involved in the child welfare system: (1) RelationshipBased Visitation (RBV); and (2) Parent Mentoring (PM). Oregon has long been known as a site for innovative family engagement practice. Multiple forms of family meetings have been implemented in Oregon over the years and many child welfare offices use some form of intensive efforts to find family for children in care. Beginning in the Fall 2012 and over the next three years, Oregon implemented a federally funded (Children's Bureau) demonstration project, Family Connections Oregon, to test a model intervention, to develop a supportive infrastructure for sustaining family connections practice, and to establish a family voice association at the policy level.
