"We Had To Rely On Each Other": Voices Of Latinx Foster Youth With Experiences In Care With Siblings, Isabella B. Ginsberg

Relationships between members of sibling groups have been found to impact well-being for children who enter foster care. Being placed in stranger foster care is often challenging and can be traumatic with children reporting confusion, worry, and loss of identity and sense of belonging. While there is some research that explores the experiences of siblings groups in foster care and others separately that examines Latinx children in foster care, there is very little information that looks into the potentially unique experiences of Latinx individuals who were in care with siblings that also accounts for cultural nuance.

It is our hope that this study guide can be a helpful training, coaching, and conversational tool to help supervisors and staff think through the nuances of this particular working relationship. It can be used when onboarding new staff, when a family partner is working alongside a youth partner for the first time (or vice versa), when addressing challenges that come up, or simply to check in on and refresh staff skills. Research has documented modest positive impacts of early childhood home visiting programs. However, understanding more about what home visitors do during visits and how much time they spend on specific topics may provide insight into the variability in effectiveness of services. Methods Outcome data were collected via parent survey at program enrollment and 12 months from 123 women in three MIECHV-funded home visiting models. Home visitors completed weekly home visit content and activity logs. Results Families received an average of 28 visits during the study (3.1 visits per month). Family Connections Oregon (FCO) was a three-year demonstration project funded by the Children’s Bureau in which a co-located coordinator provided a package of services - intensive family finding and engagement, family group conferencing, and follow-up - within the first 60 days of a child’s out-of-home placement. These practices are continuing in Oregon through a IV-E waiver demonstration project called Leveraging Intensive Family Engagement (LIFE).

The Center for the Improvement of Child and Family Services at Portland State University was contracted by the Oregon Department of Human Services (DHS), Child Welfare Division to conduct the evaluation of the Title IV-E Waiver Demonstration Project. The project was funded by the U.S. Department of Health and Human Services, through the Children’s Bureau. Oregon’s IV-E Waiver Demonstration involved the implementation and evaluation of two innovative service models for families involved in the child welfare system: (1) RelationshipBased Visitation (RBV); and (2) Parent Mentoring (PM). Oregon has long been known as a site for innovative family engagement practice. Multiple forms of family meetings have been implemented in Oregon over the years and many child welfare offices use some form of intensive efforts to find family for children in care. This study addresses the preparenthood period of family life, that period from conception to six weeks after the infant is born. This period was of great interest because in nine years of social work practice I have recognized that families resist change after their particular family system process, even destructive process, is established. I also believe that the order, or disorder, of society depends upon the order of the institution of the family. Other institutions of society depend upon the family for their existence.

The study was designed to examine the social workers' and clients' perceptions of change in the treatment process; specifically to examine the question of why clients discontinue service prior to planful termination. Also, the authors attempted to assess the client's perception of gain and the worker's assessment of gain.
