As the myriad of complex circumstances surrounding incarceration and foster care debilitate the parent-child relationship, the likelihood of legal severance between an incarcerated parent and their child increases. Despite the nation’s mounting prison population over the last three decades, the growing interaction between the prison and foster care populations has received minimal attention in the literature. To date, the influence of the statutory grounds for involuntary termination of parental rights on the legal severance between incarcerated parents and their children has been largely ignored. The 1996 Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA, P. L. 104-93) called primarily on women to achieve two goals: work and/or marriage. For low income single mothers with limited access to capital, the PRWORA presents a quagmire in that the public safety nets previously guaranteed by the policies of the New Deal were abruptly supplanted by policies with obligations that require various forms of capital. Using longitudinal data from the Fragile Families and Child Wellbeing dataset, we examine the impact of social capital on the chances of marriage and employment among single, unemployed mothers. Emergency Room Use By Undocumented Mexican Immigrants, Ayse Akincigil, Raymond Sanchez Mayers, Fontaine H. Fulghum
The Journal of Sociology & Social Welfare
This study examined emergency room use by undocumented Mexican immigrants and their sources of health care information. Thirty-eight percent of the respondents reported that they would use a hospital emergency room (ER) for primary medical care. ER use rates declined with time spent in the United States. Emergency room use rates varied significantly by region. Respondents receiving information from a church reported less ER use, compared to all others; respondents receiving information from U.S. newspapers reported higher ER use rates. Lack of health care access for undocumented immigrants remains a public health issue as well as a social justice concern.

The increasingly serious HIV/AIDS epidemic creates a significant burden for the public health system; however, little attention has been paid to the issue of health service access in rural China. Based on a qualitative study of 34 Chinese rural People Living with HIVIAIDS (PLWHA) and 13 health providers, this study fills a gap by examining health service access from both the demand and supply-side. Utilizing access theory, this study explores the availability, affordability and acceptability of health services in rural China. The Food Stamp Program (FSP) remains one of the most widely used of all U.S. social "safety net" programs. While a substantial body of research has developed around the primary goals of the program- improving food access, nutrition, and health among lowincome families-less attention has been paid to the broader goals of hardship and poverty reduction. Using 38 years of data from the Panel Study of Income Dynamics, we examine several immediate and longer-term economic outcomes of early adult FSP participation for a sample of3,848 young mothers. Association Between Mental Health Disorders And Juveniles' Detention For A Personal Crime, Patricia A. Stoddard Dare, Christopher A. Mallett, Craig Boitel

Background: Youth involved with juvenile courts often suffer from mental health difficulties and disorders, and these mental health disorders have often been a factor leading to the youth’s delinquent behaviours and activities.
Method: The present study of a sample population (N= 341), randomly drawn from one urban US county’s juvenile court delinquent population, investigated which specific mental health disorders predicted detention for committing a personal crime.
Results: Youth with attention-deficit hyperactivity disorder and conduct disorder diagnoses were significantly less likely to commit personal crimes and experience subsequent detention, while youth with bipolar diagnoses were significantly more likely.

Although rarely named, the majority of societies in the ethnographic record demarcate a period between early childhood and adolescence. Prominent signs of demarcation are: for the first time, pronounced gender separation in fact and in role definition; increased freedom of movement for boys while girls may be bound more tightly to their mothers; and heightened expectations for socially responsible behavior. But, above all, middle childhood is about coming out of the shadows of community life and assuming a distinct, lifetime character. Naming and other rites of passage sometimes acknowledge this transition, but it is, reliably, marked by the assumption or …

Net Worth Accumulation By Different Quintiles Of Older Adults Approaching Retirement Age And 10 Years Later, Martha N. Ozawa, Yeong H. Yeo

The shift in responsibility for income security from the government to individuals makes the accumulation of net worth a vital issue. We investigated the rate of net worth accumulation for people aged 51 to 61 in 1991 (N=7,544) and 61 to 71 in 2001 (N=5,711) using the RAND Health and Retirement Study. We found that the rate of net worth accumulation by the fifth (top) quintile was extremely high in 1991, and the distribution of net worth became more skewed in favor of the wealthy in 2001. This paper evaluates the outcome of independent living (IL) services provided to clients with Spinal Cord Injuries (SCI) by a local non-profit organization, Rebuilding All Goals Efficiently (RAGE). Agency services are directed at increasing client self-sufficiency, self-advocacy, and maintenance of least restrictive living environment. Secondary data provided by RAGE for 22 SCI clients who received services in FY10 was used in the evaluation. Outcomes were measured for living arrangement at case closure, impact of services on client’s life, and cost effectiveness of services provided. Descriptive statistical analysis of the data revealed successful outcomes for all 22 SCI clients. All clients …

The Southern Nevada Regional Planning Coalition (SNRPC) is charged with the issuance of grants and funding to groups who provide and run mentoring programs in Southern Nevada (which is primarily composed of Clark County.) The SNRPC desires to streamline and regiment this process, as currently it is operated with minimal oversight and regulation. We designed a survey to ascertain what mentoring groups in Clark County consider to be central to mentoring; both within and without their own programs. Detention and confinement are widely acknowledged juvenile justice system problems which require further research to understand the explanations for these outcomes. Existing juvenile court, mental health, and child welfare histories were used to explicate factors which predict detention length in this random sample of 342 youth from one large, urban Midwestern county in the United States. Data from this sample revealed eight variables which predict detention length. Legitimate predictors of longer detention length such as committing a personal crime or violating a court order were nearly as likely in this sample to predict detention length as other extra-legal predictors such …

Slavery and human trafficking have become a widespread problem across the globe today. Practices including debt bondage, forced labor, sexual slavery, and more are occurring in every country, including here in the United States. It has been widely overlooked, and although there are several laws and declarations outlawing the practice of slavery, it still occurs. Neoliberalism and globalization are considered in this thesis as contributors to modern-day slavery and trafficking in persons. Sexual behavior is a normative aspect of young adulthood—90% of young adults have had vaginal intercourse and/or oral sex before the age of 30.1 Similarly, engaging in romantic and/or intimate relationships is seen as an essential developmental task of young adulthood. Predicting juvenile court outcomes based on youthful offenders’ delinquency risk factors is important for the adolescent social work field as well as the juvenile justice system. Using a random sample of 341 delinquent youth from one Midwestern urban county, this study extends previous research by examining if race, substance abuse, and mental health disorders influence important delinquency outcomes (number of court offenses, felony conviction(s), probation supervision length, detention length, and number of probation services) differently for male and female juvenile offenders. Multivariate analysis findings revealed that race was significant only for males, and having a substance use disorder was a …

As a matter of fact, odds were stacked against it, especially given that the original plan for this topic was for a panel discussion based on submitted work to the 2009 Society for the Study of Social Problems (SSSP) Conference. Child sexual abuse has gained significant attention from the medical, legal and social research communities over the last couple decades. Developed in the 1980s, Child Advocacy Centers (CACs) have been noted as one of the leading developments in combating child sexual abuse. The purpose of this study is to better understand the relationship between the personalization of one’s physical environment and the degree of place identity the person has toward their space, specifically those living in temporary student housing. There have been several studies on peoples’ inherent need to personalize their space. While previous research has identified key factors that help to define place identity in general, this study addresses the fact that not much has been said about how people in temporary housing, specifically student housing, actually go about creating their living spaces.

Purpose: To present a conceptual framework which accounts for the relationship between community violence exposures (CVEs) and youth HIV risk behaviors. Methods: This article provides an overview of existing research on the links between CVE and HIV risk for youth and offers a conceptual framework for clarifying how CVE might contribute to HIV sexual risk behaviors. Results: Increasing empirical findings substantiate that the links between CVE and HIV risk behaviors among youth are mediated by psychological problem behaviors, low school success rates, and negative peer influences. Nevada is increasingly becoming culturally ethnically and linguistically diverse with approximately 25.1% of Nevadans estimated in 2006 to 2008 by the U.S. Census Bureau to be non-white, 27.3% speaking a language other than English at home, (compared to 19.6% nationally), ad 24.9% of Hispanic or Latino origin (compared to 15.1% nationally)
Service providers nationally struggle with providing culturally and linguistically relevant services to meet the needs of shifting demographics. Southern Nevada similarly struggles with decreasing resources and increasing needs in all sectors, to include service provisions for women who are at-risk of gendered violence. Child maltreatment in the United States continues to be one of the nation’s most serious social problems. Child welfare practice is intended to ensure the safety, permanency, and well-being of children and families. One of the ways child welfare systems can achieve positive outcomes for vulnerable children is to utilize the most current best practices in training, focused on family engagement and strengths-based empowerment. The HIV and AIDS epidemic is sweeping through Zambia, Africa at an unsettling rate. This epidemic plays a dramatic part in the increase of orphans and vulnerable children. The Christian Alliance for Children in Zambia (CACZ), a faith-based, non-governmental organization implemented its Milk and Medicine Program in 2004. CACZ’s goal is, “to improve child health and strengthen families to prevent child abandonment and institutionalization.” The program distributes nutritional supplements, medicine and limited social work support for those involved in the program.
