Project Background

This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. This research examined the perceptions of child welfare social workers in their role of supporting foster youth. Specifically, this study will focus on factors contributing to support for foster youth to obtain post-secondary education or vocational training.

This study utilized a qualitative research design. Data were collected from individual, semi-structured interviews with six volunteer participants in Southern and Northern California using a snowball sampling method. Throughout the interviews, the researcher asked current or former child welfare social workers to describe their perceptions and experiences in supporting foster youth in obtaining higher education.

Neoliberal policies have led to the installation of managerialism, or the application of business practices and principles in institutions of higher education. Although much is known about the impact of managerialism on faculty in the overall academy, very little is known about its impact in specific disciplines, particularly in the United States. Using semi-structured interviews, this dissertation investigates how social work faculty experience and negotiate managerialism in the traditional pillars of teaching, service, and scholarship.

This study found that managerialism leads universities to place new and increased demands for productivity, efficiency, and accountability on social work faculty. Respondents report major …

Welfare reform had the unforeseen effect of causing large numbers of public assistance recipients to drop out of college, discouraging their pursuit and acquisition of postsecondary education (PSE) credentials. There is a growing body of research that shows the value of postsecondary education in getting public assistance recipients onto a path toward occupational and social mobility. The restrictions of Temporary Assistance to Needy Families PSE policy, coupled with the recognition that college participation should be an option for qualified welfare recipients, influenced the emergence of many successful state and county-level movements focused on reforming welfare reform PSE policy. Welfare Recipients Attending College: The Interplay Of Oppression And Resistance, Karen Christopher

This qualitative study uses Patricia Hill Collins' "both/and" conceptual framework to explore experiences of both oppression and resistance among welfare recipients attending college. It examines how children, social networks, integration into campus life, and interactions with caseworkers affect welfare recipients' college attendance and college persistence. As is well established in the sociological literature, having children complicates college attendance and persistence. But this research shows that children also provide the predominant incentive for poor mothers to attain higher education.
