Purpose

Financial knowledge often does not translate into financial well-being. This study looks at how knowledge might be converted to well-being for people living in low-income environments, based on a theory called Financial PSS.

Methods

The study tests the validity of the two scales that make up Financial PSS: Perceived Financial Barriers and Financial Hope. Then it examines how these measures along with an intervention measure called TIP are associated with financial capability.

Results

Building on theory and research in financial capability, this study enhances a financial capability model by integrating psychological self-sufficiency (PSS) theory as part of the financial literacy component. Using PSS, a concept from workforce development literature, this study investigates the extent to which an empowerment-based PSS process in targeting financial goals is associated with financial literacy. Path analyses were conducted using a sample of 187 low-income individuals from a large social service agency in Chicago. Findings suggest that perceived financial barriers and financial hope—the two targets of PSS interventions—are associated with financial attitude and behavior, controlling for other demographic variables. …

Rural pregnant women with substance use disorder (SUD) are an understudied vulnerable population that often experiences poor pregnancy outcomes (Higgins et al., 2019; Jumah, 2016; Kramlich et al., 2018; Shaw et al., 2015). Despite the high prevalence and high burden associated with SUD, rural women are less likely than non-pregnant women to seek addiction treatment and complete an outpatient treatment program during pregnancy (Shaw et al., 2015). Adverse childhood experiences (ACEs) encompass a variety of traumatic events that occur during one’s youth. ACEs may be physical, mental, emotional, or sexual in nature, and they are often associated with long-term negative consequences such as alcoholism, substance abuse, and criminal justice involvement. The global rise of the opioid epidemic has intensified the need to better understand and address factors associated with illicit substance use. Marijuana decriminalization and legalization policies are being passed in many state and local jurisdictions throughout the United States (U.S.). In this process, many lawmakers have used the argument that these policies and associated practices will redress racial disparities in the criminal punishment system. Yet, the evidence suggests this is not the case. We, therefore, use Critical Race Theory (CRT) to interrogate how marijuana-related policies and practices perpetuate collateral consequences and racial disparities in mass incarceration and recidivism to uncover the ways in which they challenge efforts to promote smart decarceration and eliminate racism. Small business owners experienced a drastic economic disruption caused by the COVID-19 pandemic. Government pandemic assistance failed to reach many small business owners, especially those historically underserved by financial institutions. Drawing on a 2021 survey of 246 small business owners, the Social Policy Institute at Washington University in St. Louis descriptively examined the extent to which small business owners sought and received business assistance, and whether applications and approval of government assistance varied by race and ethnicity. We find that though Hispanic and Black business owners applied for government assistance at a higher rate than white business owners, Black business …

This study examines how U.S. refugee policy changes from 2014 to 2018 affected the emotional well-being of nonprofit service providers. Elements identified by participants as emotionally significant were funding cuts, the “bans”, the unpredictable nature of policy change, and most impactful, negative political rhetoric. Emotional wellbeing was negatively affected and included an increase in stress, anger, sadness, despair, depression, helplessness, frustration, and caution. Negative impacts were also felt with regard to professional identities and to relationships with family, friends, and strangers. Importantly, impact on emotional wellbeing differed by level of organization at which the participant worked and by organizational characteristics.

This paper draws on data collected as part of two larger studies to set out the differences, according to women seeking support, between the feminist responses of the specialist women’s sector and the issues-led responses of other agencies. The first study examined the processes by which women enter, endure, and exit relationships with abusive men. The second study explored the barriers to help-seeking for those accessing a service for women involved in prostitution. ABSTRACT This exploratory study aims to explore the unknown needs among the unaccompanied youth population within a small urban community in West Texas. This cross-sectional study surveyed a convenience sample of 10 unaccompanied youth attending school within an independent school district. Data were collected using a social worker’s case load during the spring semester of 2020, during the COVID-19 global pandemic. HEALTH is a program designed to meet the needs of LGBT+ older adults by connecting them with volunteers of LGBT+ nonprofit organizations. Through HEALTH, LGBT+ youth and older adults can form connections that can extend beyond the structure of the program. By connecting younger volunteers with older adults, HEALTH can help grow the social capital of the LGBT+ community. Fostering friendly relationships between people of all ages can influence the progress of LGBT+ rights moving forward by combining the experience of the elders with the technological and social capabilities of the youth.

Immigration policy in the U.S. is a confusing and inadequate system, the shortcomings of which directly impact the lives of millions of individuals, children, families, and communities. Its primary inadequacies include an overall lack of clearly defined policies and procedures, confusion among immigration authorities and child welfare practitioners regarding proper procedures, and non-compliance with procedural standards by immigration authorities. Debt Bondage: How Private Collection Agencies Keep The Formerly Incarcerated Tethered To The Criminal Justice System, Bryan L. Adamson

This Article examines the constitutionality of statutes which allow courts to transfer outstanding legal financial obligations to private debt collection agencies. In Washington State, the clerk of courts can transfer the legal financial obligation of a formerly incarcerated person if he or she is only thirty days late making a payment. Upon transfer, the debt collection agencies can assess a “collection fee” of up to 50% of the first $100.000 of the unpaid legal financial obligation, and up to 35% of the unpaid debt over $100,000. The discussion regarding government benefits and reliance on welfare benefits is one that takes place in arenas of policymaking and academia alike. These discussions often focus on poverty that exists in densely populated metropolitan areas, resulting in a scarcity of research regarding unique characteristics of rural poverty. Eighty-four rural Louisiana women participated in a longitudinal study of the impacts of welfare reform in their lives. Twenty years later, two (N = 2) rural Louisiana women, each former welfare recipients, participated in an in-depth qualitative case study examining their transition away from welfare programs. A rural community development project combined faculty and students from two courses (community and regional planning, and social work practice in groups, communities, and organizations) housed in different colleges (Arts and Sciences, and Health Sciences, respectively) at a medium-sized public university in a small Appalachian community. The project required students from two different courses to cooperate on data collection, and collaborate on analysis and recommendations, in an exploratory effort at cross-professional training focusing on social work and community development in a rural region.
