Minnesota is a state that prides itself on prioritizing education. As such, all school personnel must fulfill their obligation to ensure meaningful access for parents with a disability. As part of the Individuals with Disabilities Education Improvement Act (IDEA), the development of an Individualized Education Program (IEP) is required under both federal and state special education law. In the special education IEP process, parental involvement is mandated to ensure the child's best interest. Research shows parents’ involvement in their children’s education can lead to an improvement in grades, performance, literacy, attendance, and homework completion. It’S About Time: Initial Findings From A Feasibility Study Of A Time-Study Tool For School Social Workers In Michigan, Michael S. Kelly, Steven Whitmore

Starting in late Summer of 2015, the two authors began collaborating on the pilot testing of a school social work (SSW) time-study tool with a sample of SSW in suburban Detroit (n=9). This article details the path towards the development of the time-study tool, drawing from the extant literature on workload and caseload issues in related special education fields, and resulting in the time-study tool that was first piloted with SSW in 2015-2016. One of the most concerning aspects of special education is the overrepresentation of African American minority youth receiving special education services. Samuel Ortiz and colleagues considered the issue of the representation of the Latino, English Language Learner (ELL) population in special education services based on cognitive performance in relation to the mainstream population. To target this concern they determined an estimated level of expected cognitive performance of ELL’s and impact of language and cultural differences to help eligibility teams more appropriately interpret and place students with the aid of the Culture-Language Interpretive Matrix (C-LIM) model they developed. An evaluation was conducted of the Re-Education philosophy, current practices of individual and group therapy, skills training, and psychoeducation for Level IV special education students diagnosed with an emotional behavioral disorder and/or mental health diagnosis. An assessment of current evidenced based practices for school-based mental health services was integrated. This provided the foundation for recommendations that are congruent with the Re-Education philosophy and for an evaluation tool to measure student success in learning and comprehending the skills curriculums.

Headway Emotional Health Services seeks to transform lives and restore families by providing a variety of quality mental health services to children and families in the Twin Cities Metro Area. The Vision Program is a partnership between Headway and the Bloomington Public School system. The Vision Program serves K-12 students who qualify for level 3 Emotional and/or Behavioral Disability (EBD) services. All students are in a classroom at their mainstream school and receive daily support from the Vision Mental Health Specialist, a special education classroom teacher, and a paraprofessional. Surrogate parents are appointed to represent children with disabilities whenever the birth parents or guardian of a child with a disability cannot be identified, located, or when the child is in the custody of the state. They have all the rights of birth parents for educational matters, e.g. permission for evaluation and placement, release information and request for educational hearing. The primary responsibility of surrogate parents is to ensure that children with disabilities are provided with a free, appropriate public education.
