Mental health has long since been an issue in not just our society, but worldwide. While it is difficult to determine exactly what factors affect mental health, there has been significant research done within the past 30 years to show that major factors that affect mental health can be mitigated. Things such as poverty, physical health, and community outreach can all be linked to mental health issues. There are some solutions that will mitigate these factors that can be explored. For many years, people of color have had an unsteady relationship with police departments and law enforcement due to police misconduct, use of force, and police brutality. We’ve had many of the same conversations over and over again about what we can do to bring upon change within our departments, but no true, consistent action has been taken. Applications of the tools of modern business and public management to human service administrative problems has become increasingly sophisticated. In this article, the author presents Break-Even Analysis (BEA) as one such management tool useful for financial planning in nonprofit and public human services organizations, particularly those with multiple sources of funding. The original article, published in 1976, was the first-ever presentation on this topic in human services, and the core of the author's 1980 first-ever book on financial management in nonprofit human services. In this fictionalized case study, a group of friends from graduate school compose a community elite with responsibility for human services decision-making in rural Lindblom County. They must deal with issues of insufficient resources, amateurism among other community officials, and challenges posed by opposing and emergent groups of aspiring community leaders. Discussion questions and questions of strategy and calculation are posed for further examination of the issues raised.

While guardianship is an important option for people with significant cognitive challenges and high support needs, the process is burdensome, expensive, and most importantly restricts the civil liberties of individuals. Together, we must modernize Minnesota’s guardianship statute and invest in Supported Decision-Making to protect the fundamental rights of the person, increase self-determination, and improve life outcomes.

Despite awareness of the disparities in our child protection system for African American children and their families, including increased removal from parental care and placement in non-family foster care, Minnesota has failed to take action to remedy this inequity. Adoption of the provisions in the African American Family Preservation Act is an essential first step toward creating an equitable and accountable child welfare system for African American children and their families.

Across the United States, each state has a public mental health system that is designed to support children and youth with emotional and behavioral challenges. This is critically important as recent estimates show that one in six children in the United States has a diagnosed mental health condition (Whitney & Peterson, 2019). The design and structure of these systems vary by state, but consistent across them is the presence of a state-designated leader who is faced with an array of constraining factors that influence their behavior and shape the resulting system. This report is the sixth in a series prepared by the Institute on Aging at Portland State University for Oregon’s Department of Human Services (ODHS) and examines a sample of Adult Foster Homes (AFHs) throughout the state. This study has four objectives: 1. Describe AFH characteristics, including staffing types, policies and monthly charges and fees. 2. Background: We examined paradoxical and barrio advantaging effects on cancer care among socioeconomically vulnerable Hispanic people in California. Methods: We secondarily analyzed a colon cancer cohort of 3,877 non-Hispanic white (NHW) and 735 Hispanic people treated between 1995 and 2005. A third of the cohort was selected from high poverty neighborhoods. Hispanic enclaves and Mexican American (MA) barrios were neighborhoods where 40% or more of the residents were Hispanic or MA. Key analyses were restricted to high poverty neighborhoods. Results: Hispanic people were more likely to receive chemotherapy (RR=1.18), especially men in Hispanic enclaves (RR=1.33) who were also advantaged on …
