Crossing Over: A Description Of Dual Status Youth In Taylor County, Texas, Kimberly S. Putnam

This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. A review of the literature suggests that this population has unique challenges in and outside the courtroom, including being at increased risk for disparate outcomes in later adolescence and adulthood. This study compared single-system child welfare and juvenile justice data from Texas DFPS Region 2 and Taylor County to raw data provided on a sample of ten dual status youth identified in Taylor County from 2017–2021. Foster care re-entry rates are high. Studies show that many foster care entries are due to substance abuse. These parents may enter a Family Drug Treatment Court Program that offers intensive therapy for the parent as well as services for the family. This study looks at the effectiveness of a Missouri County Family Drug Treatment Court Program at preventing foster care re-entry for those who graduate the program. This study uses a mixed methods research design. Caseworkers for the Missouri County Family Drug Treatment Court were interviewed. Relationships between members of sibling groups have been found to impact well-being for children who enter foster care (Herrick & Piccus, 2005). Being placed in stranger foster care is often challenging and can be traumatic with children reporting confusion, worry, and loss of identity and sense of belonging (Herrick & Piccus, 2005, Unrau et al, 2008). Each year close to 500,000 children spend time in foster care (Child Welfare Information Gateway, 2019). According to Leathers et al. (2019), 18.9% of children who enter care experience two different placements in their first 18 months after entering foster care, while 64% of children who stay in care for 24 months or longer experience three or more placements. Many placement disruptions occur because therapeutic foster parents feel they lack the training needed to support the children in their care. Prior literature indicates youth who have had adverse childhood events or are diagnosed with a mental illness are more likely to become involved in the juvenile justice system (Chappard & Maggard, 2020). While research has been performed to involve juvenile justice workers and juveniles that have been involved in the system, there has been little involvement by the child welfare workers who have followed the trajectory of the youth from the beginning of involvement.
