The focus for this research project was to explore the development of human trafficking mercy ministries within South Coast Presbytery. South Coast Presbytery consists of 21 churches belonging to the Presbyterian Church in America (PCA), a Christian denomination with member churches throughout the United States. The study was conducted following a constructivist paradigm with a PCA church belonging to South Coast Presbytery to determine the role of the church and the presbytery in addressing human trafficking through the development of mercy ministries. Nearly half a million children are currently served by the child welfare system in the United States. This overwhelming strain on state departments and non-profit placement agencies is compounded by the fact that there are not enough available homes. There appears to be a shortage of capable and resilient foster and adoptive parents. Thousands of children who are ready to be adopted do not have anyone to take them in, and thousands more float in the system until new families agree to foster. The purpose of this research was to better understand the relationship between moral development, theology and social justice within a Christian context. An apparent disconnect exists regarding how people of faith apply personal morals and theological perspectives when positioning themselves with regard to public policy and social justice issues. The researcher sought to extract information that would have implications for professional social practice, social work ethical and practice pedagogy, for faith-based institutions of higher learning and for the broader Christian community.
