This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. Sweden's Parental Leave Insurance: A Policy Analysis Of Strategies To Increase Gender Equality, Juliana Carlson

Sweden's parental leave insurance is recognized internationally as the premiere parental leave policy addressing gender equality. Since 1974, when the policy changed from maternal to parental leave, policy makers have employed a variety ofstrategies including inducements, rules, and rights, to increase more gender-equal leave taking. Using Stone's (2006) strategy conceptualization, together with the gender systems approach (Crompton, 1999) which frames the gendered and socially constructed nature of earner/caregiver, this analysis examines how each of Sweden's incremental reforms in parental leave policy moved toward the goal of gender equality, with particular attention to father participation in caregiving.

For centuries the nations and principalities of the world have engaged in trading schemes to boost exports. Conquest, protection of domestic supply through tariffs and eroding domestic currency are all part of the historic policy harem. The United States has a foreign trade zone program. Who knew? FTZs evoke images of women locked inside a dark sweatshop in a jungle making hoodies for football fans. Social Security Privatization: An Ideologically Structured Movement, Judie Svihula, Carroll L. Estes

We document the cumulative change in expressions of support for Social Security's social insurance ideals to privatization,from the late 1970s through 2007. Social Security's basic structure and principles generally were supported by the United States government and in amendments to the original Act of 1935. However, in the 1980s market arguments began to proliferate in government alongside pension privatization projects by international governmental organizations and conservative think tanks. Although in 1983 Commission members concluded "the Social Security system is sound in principle.. and... structure," four members wrote a supplemental statement that emphasized market rationalism.
