Youth mistreated within the foster care system are more likely to miss school as compared to non-maltreated peers. A single report of child maltreatment has a rapid and negative effect on school attendance and causes serious, long-term effects on school performance. A report of maltreatment substantiated by the department of family and child services removes a youth from a foster home and places the child in an alternative setting. These disruptions in foster care often result in additional problems with school behavior, achievement, and attendance. Neonatal Abstinence Syndrome (NAS) diagnoses in the United States, especially in rural areas have skyrocketed in recent years in conjunction with the increase in opioid use disorders. Neonates born with this condition possess a plethora of needs. The literature indicates the effects of NAS on substance-exposed infants are shown to have negative physical, cognitive, behavioral, and educational effects throughout the life course. Children with a NAS diagnosis are more likely to be involved in the foster care system due to stigma and legal implications facing the biological mothers of this population. This fact sheet examines population trends for foster youth and their experiences with foster care in the Mountain West region. The data are sourced from the report “State-level Data for Understanding Child Welfare in the United States” which cites the National Data Archive on Child Abuse and Neglect (NDACAN) for fiscal year (FY) 2020 and the “State-by State Data” report by the Casey Family Programs from FY 2020. This fact sheet highlights the number of foster youth in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah) and their demographic composition.

Despite awareness of the disparities in our child protection system for African American children and their families, including increased removal from parental care and placement in non-family foster care, Minnesota has failed to take action to remedy this inequity. Adoption of the provisions in the African American Family Preservation Act is an essential first step toward creating an equitable and accountable child welfare system for African American children and their families.

There are currently 12,167 children in foster care in Minnesota and 32% experienced multiple placements in 2014. Many children are entering foster care due to concerns of child behavior, parental chemical use, or allegations of maltreatment. After an often unexpected separation from their family, children are then expected to adapt to a new foster family with a new set of family norms and rules. Many children are moved between multiple foster homes, or are returned to their caregivers only to be placed back in foster care at a later time. Given the cost of long-term foster care placement in both human and economic terms, few studies have specifically explored if any factors help to predict why this vulnerable population spends significantly more time in foster care. The overarching goal of this exploratory study was to use binary logistic regression to investigate whether any child demographic or environmental characteristics predicted the discharge of a child placed in Kentucky's foster care system for child sexual abuse. Key Findings:

Youth participants reported satisfaction with services and positive feelings about the smartphone.

The youth participants felt that the smartphone gave them a “voice” and control over the people with whom they wanted to talk.

Certain phone restrictions developed by project leadership were unenforceable.

Youth had certain expectations about the phone and its use but when the phone did not work or was “locked” (e.g., for data overuse) it created friction between the youth and their service provider.

Service-providers report that the phones help to create a sense of normalcy for the youth. Youth “were able to be normal …
