On June 17, 2019, after a prolonged period of community concern, the Portland City Council voted to relocate the city’s homeless shelter from the rapidly gentrifying Bayside neighborhood to a wooded area at the city limits. As municipal shelters continue to move away from metropolitan areas, the impact of NIMBY-ism on local and state policies related to homelessness cannot go unnoted. By analyzing publicly available testimony that occurred in the months after the decision to relocate, a variation of NIMBY-ism begins to emerge. The purpose of this project is to address the needs of my community. Specifically, it addresses the need that homeless people in Toledo have for winter apparel. I decided to fill this need through hand knitted items; this paper details the organization of the collection and distribution process of said items. It also describes the various problems I encountered when completing my project, most notably the disinterest of those I reached out to, and my attempts to overcome these issues. This study used a mixed methods design to explore the geographic mobility of homeless service users in northeastern New York State and the relationship between mobility and homeless service use, engagement, and delivery. For the quantitative component, a sample of Homeless Management Information System (HMIS) data—that includes adults accessing homeless services in 2017 across 21 counties in northeastern New York State—was used to describe service users’ mobility and the demographic, background, and service use characteristics associated with mobility. The 2018 Atlanta Youth Count (AYC18) was a follow-up study to the 2015 Atlanta Youth Count and Needs Assessment (AYCNA), expanded in 2018 to specifically address sex and labor trafficking among youth experiencing homelessness in metro Atlanta. Over 71% of American homeless individuals are adults over 25 years of age, and the numbers are increasing. Approximately 25% of homeless individuals own a companion animal (CA). Because most service providers do not allow CAs within their facilities, the current $60.2 billion dollar national budget for homeless resources may be underutilized or forfeited altogether by homeless adults with a CA. Homelessness has been a problem in New York City (NYC) for decades. Part of the problem is children who grew up in the shelter system and then returned as adults, a phenomenon known as 2nd-generation homelessness. Literature indicates that no researchers have interviewed second-generation homeless adults about their experiences. The purpose of this study was to explore the experience of 2nd-generation homelessness from the perspective of homeless adults returning to the shelter system. Mothers with children represent a growing segment of the homeless population. The American Psychological Association (APA) responded to the problem by initiating a task force in 2009 calling psychologists to step forward and enhance the treatment and services available for this population. However, providing treatment is often a challenge for this population because of the power differential and other barriers that negatively impact the potential relationship between mental health providers and the person living in homelessness (Hoffman & Coffey, 2008). In early 2015, researchers, community advocates, service providers, and students from across metro Atlanta joined together to plan and conduct the Atlanta Youth Count and Needs Assessment (AYCNA). The goals of the project were to: 1) provide metro-Atlanta service providers, policymakers, and youth advocates practical information on the size, nature, and needs of the homeless, precariously housed, and runaway youth in our community; 2) collect information that can be used to develop and refine policies, programs, and interventions to help these youth in our community; and 3) encourage a community-wide dialogue about the needs and social determinants of youth homelessness. …

As the debate intensifies regarding developing remedies to meet the needs of America’s homeless, one solution is for governmental agencies to collaborate with and employ organizations from the nonprofit sector to assist with the needs of the homeless population. Included in the nonprofit sector, faith-based organizations (FBOs) have historically been a source of debate and contention in terms of collaborations with the government. However, Presidents Reagan, George H. Bush, Clinton, George W. Bush, and Obama have embraced the idea of including FBOs in the pool of service providers offering human services.
