Mediating Effects Of Foster Care Experiences On Employment And Educational Outcomes In Aged Out Former Foster Youth, John Campbell

The economic well-being outcomes of youth who are removed from foster care status due to reaching the age of ineligibility (i.e., age out) is an important issue in public health and social work. This study investigated the interrelation between simultaneously embodying both a sex and race/ethnicity (i.e., intersectional identity), circumstances experienced through age 19 (i.e., foster care experiences), and economic well-being indicators at age 21, using secondary administrative data from a 4-year longitudinal study (N = 4657). This paper discusses in particular the potential strategies for increasing community engagement and acceptance of the committees and enhancing their results. Based on the case studies and interviews with ministry officials and community monitors, policy alternatives were formulated to guarantee a better achievement of the Takaful and Karama program goals.

This paper explores the contribution of the capability approach of Amartya Sen and other authors to policy making in the specific case of disability policy. After reviewing existing models, their translation into action and their limitations in this regard, the paper introduces a new policy framework based on the capability approach. In particular, we introduce a new measure of functionings and capabilities. We investigate ways of measuring the gap between functionings, what people are able to do and be, and capabilities – the valuable practical opportunities people have and choose from.
