Social protection programs have been used in several developing countries in order to aid in their development efforts. In Egypt, “Hayah Karima”, an initiative which represents a developmental initiative endorsed by Egypt’s President Al-Sisi, aims to minimize the developmental gaps among citizens in terms of standards of living. “Hayah Karima” is based on governmental finance in partnership with the private sector. Forced displacement is a global crisis that poses challenges for nations like Egypt. Despite international NGO support, escalating displaced individuals have overwhelmed existing capacities. Refugee Community-Based Organizations (CBOs) have emerged as a natural response from the communities themselves to bridge the gap between the state and NGOs and the refugee community. However, CBOs in Egypt face challenges that impact their operation and continuity. Through qualitative research, this study aims to explore the experience of the Yemeni CBOs. There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty. Hurricane María devastated Puerto Rico in 2017 and resulted in adverse long-term outcomes. Psychological sense of community (PSOC) may serve as a protective factor against the effects of Hurricane María for older adults in Puerto Rico. Using a three-paper format, this dissertation draws on a resilience framework and theories of PSOC and the Ecological Theory of Aging to examine the role of PSOC among older adults in Puerto Rico two years after Hurricane María.

Education Support For Foster Care Youth: The Impact Of Federal Spending On Employment Outcomes, Carlisle C. Bates

This study examined the extent to which supportive services funded through the federal John H. Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care.

Self-directed supports, as a method of service delivery, have grown from small pilot programs in a handful of states to at least one program in every state. For individuals with intellectual and developmental disabilities (IDD), self-direction presents unique opportunities to engage in self-determined behavior and shape the services upon which they rely. A growing number of child protective service (CPS) agencies have adopted differential response (DR), which allows for the provision of case management and support to moderate-risk CPS cases without launching a formal investigation. Previous research has established that DR does not compromise child safety, and that it promotes family engagement. Yet DR's broader impact on CPS agencies remains largely unknown. Given that DR diverts some cases from traditional investigations, this dissertation explored DR's impact on child neglect cases that do not get diverted.
