Homelessness is a growing issue in America. In 2019 there were 567,715 homeless individuals in the United States, distributed in emergency shelters (63%) or residing unsheltered on streets (27%). In 2021, even though specialists argue that the Covid-19 restrictions greatly harmed an accurate counting, the total number of unsheltered homeless in America increased in 20%. Such increase became a central discussion not only to regular citizens and neighborhood associations, but it also became a great concern within the federal government which has been appropriating billions of dollars each year to “end homeless”.

Faith-based rehabilitation programs receive both praise and criticism from the criminal justice academic community. Critics argue they risk violating inmates’ constitutional rights by forcing them to participate and adhere to religious principles and activities. Supporters of faith-based programs claim that they reduce both recidivism rates and high incarceration costs. Current studies evaluating the effectiveness of faith-based programs have struggled to accurately define and measure either variable. This study compares two popular faith-based programs to a similar secular program to determine if there is a significant difference in recidivism rates using an independent t-test.

The purpose of this qualitative, hermeneutic phenomenological study was to examine the impact of a faith-based approach to reduce recidivism. The theoretical frameworks guiding this study included the belief system and self-efficacy theories. Participants consisted of a convenience sample of 21 former mentors of the Marinette-Menominee Jail Outreach. The setting was a Christian non-profit organization serving the Marinette and Menominee County Jails located in rural northern Wisconsin and the Upper Peninsula of Michigan. Semistructured interviews, surveys, and a focus group provided data to illuminate common themes. Teen pregnancy continues to be a problem for families, educators, health care professionals, and the government. Teenagers are not afforded the opportunity to learn or receive reinforcement on God's laws on abstaining from premarital sex because religious education is not allowed in the public school system. This increase has led to the creation of the Teenage Parenting Center (TAPP), located in southwest Georgia. Early Head Start (EHS) is an early intervention program that seeks to mitigate the effects of risk for those families with young children. Consistent with attachment theory, the home visiting component of EHS targets parent-child relationships in order to combat negative child outcomes. Research indicates that children of adolescent mothers are susceptible to poor outcomes both in childhood and adulthood. The current study utilized EHS data from 1198 parent-child dyads to assess the indirect relationship of home visitor quality on child aggression through parent quality, as moderated by maternal age.
