Legislators' Perceptions About Poverty: Views From The Georgia General Assembly, Elizabeth L. Beck, Deborah M. Whitley, James L. Wolk

This study sought to explore legislators perspectives about causes of poverty. Members of the Georgia General Assembly rated the importance of 10 behavioral and structural explanations of poverty, and indicated whether they thought poor women and children would be better served under AFDC or TANF. Whereas all groups of legislators found behavioral explanations moderately important, there was significant variation by race, gender, and political party about the importance of structural explanations of poverty. Support for several structural explanations of poverty correlated with a preference for AFDC, but no correlations were found with behavioral explanations. In the last two decades, the income and security of the individual middle class worker has declined and the gap between the middle class and the wealthy has widened. We explain how this is bad for democracy, the economy, and the aggregate health of the nation. We examine the governmental policies and interventions that increased the middle class following the depression and maintained its vigor through the post-World War II period. The impetus for these changes in governmental policies in the 1930s was to end the Great Depression. We pose the question of whether a nation can recover from a …

Coming to power with an overwhelming majority in 1997, New Labour had the opportunity to lead the world by adopting a much needed progressive, pragmatic and scientifically informed approach to the management of substance use and misuse in the twenty-first century: by some distance, they failed to deliver on the election promise of change. We may ask why, at both the individual and collective levels, it has seemed so difficult for us to choose to evolve our human games with Joy. There is no one answer for such a question, for each of us has the gift of free will. I will suggest, however, that built into our human games is what I call a primary human challenge. That primary human challenge is a dynamic tension, flowing from our creative urge for the freedom “to be” who we really are in our current physical form, and simultaneously to embrace our responsibility for our Being-ness.

Civic Responsibility And Patterns Of Voluntary Participation Around The World, Mary Alice Haddad

This article seeks to explain why different types of volunteer organizations are prevalent in different countries. It hypothesizes that patterns of volunteer participation are a function of citizen attitudes toward governmental and individual responsibility for caring for society. Those countries (e.g., Japan)—where citizens think that governments should be responsible for dealing with social problems—will tend to have higher participation in embedded volunteer organizations, such as parent-teacher associations. Those countries (e.g., the United States)—where citizens think that individuals should take responsibility for dealing with social problems—will tend to have more participation in nonembedded, organizations, such as Greenpeace. These hypotheses are tested …
