The internet has become the primary way households gain access to daily services, including education, healthcare, employment resources, and transportation. In 2016, the United Nations General Assembly designated internet access a basic human right. Millions of Americans are living in the digital divide. Low-wage workers, people of color, children, older adults, individuals with disabilities, the less educated, rural residents, and limited English-speaking households are among those most affected by lack of broadband access in Minnesota. Those without access experience social and economic inequalities. The COVID-19 pandemic heightened the need for broadband access. Minnesota must end the digital divide that limits …

Mental Health And Psychosocial Functioning In Recently Separated U.S. Women Veterans: Trajectories And Bi-Directional Relationships, Karen A. Lawrence, Dawne Vogt, Adam Dugan, Shawn R. Nigam, Emily Slade, Brian N. Smith

Prior research on the relationship between veterans’ mental health and psychosocial functioning has primarily relied on male samples. Here, we investigated prospective longitudinal relationships between mental health and psychosocial functioning in 554 female Iraq and Afghanistan War veterans who were surveyed three times between two- and seven-years following separation from service. Mixed effects modeling revealed that increasing depression and posttraumatic stress disorder (PTSD) severity predicted declines in work functioning. Increasing PTSD severity predicted declining parental functioning and worsening depression predicted a decline in relationship functioning. In turn, decreased work and intimate relationship functioning predicted increased PTSD and depression symptom severity …

Addressing Environmental Gentrification: Improving Environmental Health For Children And Youth Without Displacement, Tania Schusler, Amy Krings

This research brief aims to consider how community members and policies might improve environmental amenities within contaminated communities without displacing existing residents. To this end, we will first introduce a concept known as environmental gentrification. We will then summarize some of the existing literature that explores the relationships between urban greening and brownfield redevelopment projects in relation to gentrification. Brownfields refer to properties where the presence or potential presence of a hazardous substance, pollutant, or contaminant may complicate the property’s expansion, redevelopment, or reuse (https://www.epa.gov/brownfields/overview-brownfields- program). What might it take for politically marginalized residents to challenge cuts in public spending that threaten to harm their health and wellbeing? Specifically, how did residents of Flint, Michigan contribute to the decision of an austerity regime, which was not accountable to them, to spend millions to switch to a safe water source? Relying on evidence from key interviews and newspaper accounts, we examine the influence and limitations of residents and grassroots groups during the 18-month period between April 2014 and October 2015 when the city drew its water from the Flint River. How are environmental policy goals implemented and sustained in the context of political stagnation surrounding national climate policies in the United States? In this paper, we discuss Ecological Modernization Theory as a tool for understanding the complexity of climate governance at the sub-national level. In particular, we explore the emergence of hybrid governance arrangements during the local implementation of federal energy efficiency programs in US cities. We analyze the formation and advancement of programs associated with one effort to establish a sub-national low carbon energy policy: the Energy Efficiency and Conservation Block Grant (EECBG) program administered by the US Department …

The Plight Of The Lucluc: Examining The Deadly Mystery Of Nodding Syndrome, Ethan K. Mcgann

Nodding syndrome (NS) is an emerging epidemic neurological disease that is shrouded in mystery. It is currently only found in the post-conflict regions of South Sudan, northern Uganda, and Tanzania. NS occurs in children from the ages of five to fifteen and is characterized by a loss of motor control in the neck muscles. Seizure episodes can range in intensity from atonic to tonic-clonic, and the onset of the first episode generally marks the beginning of a decline in the child’s physical and mental health. NS is a progressive disease that generally results in physical wasting, stunted growth, behavioral difficulties, …

Arizona’s vulnerable populations are struggling on a daily basis but usually do so in silence, undetected by traditional radar and rankings, often unaware themselves of their high risk for being pushed or pulled into a full crisis. Ineligible for financial assistance under strict eligibility guidelines, they don’t qualify as poor because vulnerable populations are not yet in full crisis. To be clear, this report is not about the “poor,” at least not in the limited sense of the word. Disability and poverty have a complex and interdependent relationship. It is commonly understood that persons with disabilities are more likely to be poor and that poverty may contribute to sustaining disability. This interdependency is revealed not only through an examination of poverty in terms of income but also on a broader scale through other poverty related dimensions. Just how robust is this link? This paper compares data collected from household surveys in Afghanistan and Zambia, and explores the potential link between multidimensional poverty and disability. This paper presents findings on conditions of healthcare delivery in Afghanistan. There is an ongoing debate about barriers to healthcare in low-income as well as fragile states. In 2002, the Government of Afghanistan established a Basic Package of Health Services (BPHS), contracting primary healthcare delivery to non-state providers. The priority was to give access to the most vulnerable groups: women, children, disabled persons, and the poorest households. In 2005, we conducted a nationwide survey, and using a logistic regression model, investigated provider choice. We also measured associations between perceived availability and usefulness of healthcare providers. Our results indicate that the …
