Foster youth voices have been silenced in schools, work environments, and many other settings.There is very little research around what works well for foster youth and what their assets are. Foster youth have many skills and resources that they use to navigate systems that continually marginalize them. But these are often ignored or overlooked. This project uses youth voices through Testimonios and Community Cultural Wealth to create a training for group home staff.

This dissertation examines the associations between adult Latina daughters’ HIV risk behaviors and that of their older Latina mothers’ HIV risk behaviors. The central hypothesis of the study is that adult Latina daughters’ influence their older mothers’ behaviors and that such behaviors interact with the level of their attachment.
Older Latinas are a vulnerable population that face cultural risk factors, health care provider bias, and engage in low rates of HIV testing. The primary mode of HIV infection for Latinas is through heterosexual contact. Yet, traditional gender norms such as marianismo belief place pressure on Latina women to be submissive …

Globalization and information-age technology have led to declines in labor market opportunity, especially for youth. In this paper, we suggest a robust emphasis on civic and volunteer service as one promising policy response. Service can promote civic engagement, meaningful roles in society, and work experience, while making substantial contributions to social and economic well-being. The classic historical example is the Civilian Conservation Corps (CCC) created by President Franklin Roosevelt during the Depression of the 1930s. The CCC was enormously productive and enjoyed strong bipartisan political support. In order to re-create this potential, policies for civic and volunteer service should be …

Residential segregation—by race and by income—is a fundamental driver of inequality in the United States. Segregated living patterns undergird many of the social problems faced by disadvantaged populations. Solutions to segregation include interventions that create housing opportunity in higher income areas, preserve affordability in gentrifying areas, and target investment to the areas most in need. The realization of fair housing and the creation of inclusive communities would be bolstered by innovation in community–academic partnerships.

Growing income disparity, a shrinking social welfare system, expanding financial markets, and diversifying financial products have pushed economically vulnerable groups in China into greater disadvantage in recent decades. The government has acknowledged the urgency of this situation, which underscores the micro- and macro-level importance of financial literacy and of its study. In general, there are two priorities in efforts to study financial literacy in China. One is theoretical, and the other is empirical. The theoretical priority, which comes from Western research, is to develop conceptual precision; the financial-literacy framework is not well defined, fails to differentiate among related concepts, and …

As development studies have challenged the traditional narrative of Western “humanitarian work” developing the Global South, concerns have been raised about the shifting roles of NGOs as they are incentivized to depoliticize and professionalize in a market dominated by foreign aid. Given the legacy of colonialism and the emergence of systems of domination such as the non-profit industrial complex, NGOs have been explored as a potential avenue of neocolonialism. Movimento Sem Terra (MST) is at the forefront of this struggle and has redistributed land to approximately 1,250 families so far. The field placement is core to the education of social care practitioners and practice teachers’ behaviours influence the learning and development of future practitioners. However the practice teacher role is complex with responsibilities to the agency, clients and the student (Davys & Beddoe, 2000). Twenty practice teachers were interviewed individually about their views of their role, in particular what they saw as most and least important. This report presents results from a mixed-methods evaluation of the third year of implementation of a financial-capability program with Head Start families in the St. Louis, Missouri, metropolitan area: The Head Start Family Financial Capability (HSFFC) Program. The program combined savings incentives, budget and credit counseling, and one-on-one coaching with 10 hours of financial education on debt management, banking, budgeting, saving, and credit. The results reported here come from analyses of data on 339 adult program participants from Head Start families, 107 Head Start staff who participated in the program, and administrators and staff implementing the program at Head Start …

Child Development Accounts (CDAs) aim to build assets for postsecondary education. Unlike many asset-building programs, CDAs were explicitly conceived to be universal (every child is included) and progressive (greater support for disadvantaged children). Four states have created statewide CDAs—Baby Scholars in Connecticut, the Harold Alfond College Challenge in Maine, College Kick Start in Nevada, and CollegeBoundbaby in Rhode Island. In this policy report, we describe these CDAs to provide perspective and inform new initiatives. We begin by identifying 10 key CDA policy design elements originally modeled by the CDA in the SEED for Oklahoma Kids experiment. By modeling key design …

Using insights from employers and employees to generate evidence on employee financial wellness programs (EFWPs), this research report illustrates findings from a mixed-methods study assessing the potential of these programs to increase the financial stability of American workers. The research team surveyed employers that offered or were interested in offering an EFWP and subsequently conducted in-depth interviews with a subsample of those employers to acquire a greater understanding of survey responses. Further, the research team conducted intensive case studies, examining the relationship between EFWP providers and their clients as well as the dynamics of program delivery. If words are arbitrary, how does prayer have power?” is the question of inquiry in this paper. An unobtrusive Content Analysis inquiry methodology was used to answer this question. The answer lies in the finding that words and thoughts are not the same thing, and our thoughts expand beyond the audible and visible. The implication for professional practice these findings present is that a deeper awareness of “Self” is needed to understand people’s miraculous way of resolving conflict via prayer.

If low-income families believe that having savings will jeopardize their public assistance benefits, they are unlikely to participate in Child Development Account (CDA) programs. This policy brief (1) documents the impact of CDA savings on five public assistance programs (Medicaid, CHIP, SNAP, LIHEAP, and TANF) and (2) identifies opportunities for policy change at the state level. CDA savings held in agency-owned accounts do not affect public assistance because students and families do not own the savings. Personal deposits held in individually-owned CDAs may affect assistance, but our review shows that they often do not, especially when held in 529 college …

This is a literature review of studies that have examined the implementation of financial wellness programs in the workplace. The review suggests that employee financial wellness programs (EFWPs) have drawn on both existing and new methods to improve the financial security of employees. Although a number of studies have been conducted on employer-based financial education and retirement planning, evidence concerning the efficacy of EFWPs is limited. Moreover, the methodological shortcomings of studies in the workplace financial wellness field have limited evidence concerning returns on investment and impeded efforts to make best-practice recommendations. As part of the U.S. Department of the Treasury’s ongoing effort to promote the myRA starter retirement account, we used the Refund to Savings Initiative’s Household Financial Survey to assess low- to moderate-income tax filers’ retirement needs, attitudes towards retirement, and interest in a myRA-type account. We also tested different messaging approaches for promoting myRA. The report found that 32% of survey respondents did not own a retirement account and that lack of money and lack of access to an employer-based account were major impediments to retirement account ownership. Using data from tax records and a longitudinal survey, this brief investigates the choices low- and moderate-income households make about their tax withholding and their preferences for withholding. The relationship between withholding preferences and the use of the tax refund, measures of material hardship, and the use of alternative financial services is also explored. We find that almost half of all survey respondents preferred to overwithhold their income each year in order to get a larger tax refund. Yet despite preferring to take home less income during the year, these households experienced higher levels of material hardship than those who …

Federal programs such as Pell Grants provide financial aid for college according to need. Although the federal government is the principal source of need-based student aid, almost all states offer assistance. Rules governing student aid designate income as the primary indicator of ability to pay but assets are also considered. This policy brief documents the impact of assets on need-based aid for dependent students under current rules and formulas. The main observation is that savings and assets do not affect need-based aid for most dependent students. When assets count toward the EFC, savings held in 529 plan accounts have less …
