The paper discusses efforts to implement Child Development Accounts in the United States and numerous other countries. Child Development Accounts (CDAs) are subsidized savings or investment accounts to help people accumulate assets for developmental purposes and life course needs. They are envisioned as universal (everyone participates), progressive (greater subsidies for the poor), and potentially lifelong national policy. Beginning in 2017, every baby born to an insured Israeli resident will receive a Child Development Account in his or her name. Asset building was first discussed at the 56th Korean National Meetings in November 2004. In November 2006, the conference “Toward a New Paradigm in Social Policy: The Potential of Child Development Accounts in Asset-Based Social Policy,” organized by the Korean Labor Institute and Chung Ang University, generated substantial discussion and reinforced interest in asset-based policy in Korea.

The government of Hong Kong launched the HK$300 million Child Development Fund (CDF) in November 2008 to “capitalize on the strengths of various sectors in the community to help our disadvantaged children,” according to then Hong Kong’s Secretary for Labor and Welfare, Mr. Matthew Cheung Kin-chung. The Hong Kong government drew upon the asset-building research and experience of the Center for Social Development (CSD) at Washington University in St. Louis. Michael Sherraden of CSD consulted for the Hong Kong Government’s Commission on Poverty that planned the CDF policy.

The Ghana YouthSave Experiment investigated whether and how youth savings accounts affect financial capability; psychosocial, education, and health outcomes; and economic well-being of Ghanaian youth and their households. The research rigor in the Ghana experiment is unprecedented in resource-limited countries; therefore, it offers an opportunity to posit causal relationships between savings and youth development. This endline report, which comes three years after the baseline report, describes the Ghana experiment and presents experimental findings of YouthSave. Objective: We examine the effects of Child Development Accounts (CDAs) on parenting stress and practices. Methods: We use data from the SEED for Oklahoma Kids (SEED OK) experiment. SEED OK selected caregivers of infants from Oklahoma birth certificates using a probability sampling method, randomly assigned caregivers to the treatment (n = 1,32) or control group (n = 1,098), and provided college savings incentives only to the treatment group. We run regression analyses on a parenting stress scale and six continuous measures of parenting practices. SEED for Oklahoma Kids is a large-scale policy test of automatic and progressive Child Development Accounts (CDAs), and it is the first truly universal model in the United States. The SEED OK CDA is universal in that it opens an Oklahoma 529 College Savings Plan (OK 529) account on behalf of every infant in the treatment group. This report summarizes key findings and conclusions from SEED for Oklahoma Kids research. Child Development Accounts (CDAs) can contribute to financial preparation for college and the development of a college-bound identity in multiple ways and so increase the likelihood of college success. The pathways from CDAs to college success proposed in this paper are grounded in theory and evidence, but more research on the impact of CDAs is needed.

The Center for Social Development at Washington University in St. Louis has implemented an ambitious policy demonstration: SEED for Oklahoma Kids (SEED OK). This initiative uses multiple research methods, including a scientific experiment in a full population, to test a policy innovation. The innovation is providing a Child Development Account (CDA) to all children at birth. In SEED OK, randomly selected newborn children in Oklahoma received a college savings account “seeded” with a $1,000 initial deposit, plus additional components of the SEED OK intervention. In this paper, we examine the relationship between children’s small-dollar savings accounts and college enrollment and graduation by asking three important research questions: (a) are children with savings of their own more likely to attend or graduate from college, (b) does dosage (having no account; having basic savings only; or having savings designated for school of less than $1, $1 to $499, or $500 or more) matter, and (c) is designating savings for school more predictive than having basic savings alone? Although there is no universal approach to offering Child Development Accounts (CDAs), this paper introduces a framework for an age-based conceptual model that describes how such accounts might influence indicators of child wellbeing. With a focus on optimal age-appropriate development beginning at birth and ranging through young adulthood, the model incorporates research from multiple disciplines to include direct effects, indirect effects and critical milestones. We review empirical evidence from national datasets (primarily from the United States, but including research from other developed countries) to provide a context for this framework.
