The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins

Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Taken together, these responses engender pessimism about the state …

Legislators' Perceptions About Poverty: Views From The Georgia General Assembly, Elizabeth L. Beck, Deborah M. Whitley, James L. Wolk

This study sought to explore legislators perspectives about causes of poverty. Members of the Georgia General Assembly rated the importance of 10 behavioral and structural explanations of poverty, and indicated whether they thought poor women and children would be better served under AFDC or TANF. Whereas all groups of legislators found behavioral explanations moderately important, there was significant variation by race, gender, and political party about the importance of structural explanations of poverty. Support for several structural explanations of poverty correlated with a preference for AFDC, but no correlations were found with behavioral explanations. In today’s America the persistence of crushing poverty in the midst of staggering affluence no longer incites the righteous jeremiads it once did. Resigned acceptance of this paradox is fueled by a sense that poverty lies beyond the moral and technical scope of government remediation. The failure of experts to reach agreement on the causes of poverty merely exacerbates our despair. Are the causes internal to the poor – reflecting their more or less voluntary choices? At individual and collective levels (locally, nationally, and globally), humanity is currently entertaining many challenges and opportunities for growth. In my view, these challenges and opportunities are connected to Energy shifts that are taking place on the planet, and the inability of some to move beyond dogma in relating to these Energy shifts. Central to our experiences is the nature, kind, and quality of our relationships. Person-Organization Incongruence As A Predictor Of Right-Wing Authoritarianism, Social Dominance Orientation, And Heterosexism, Kristie L. Seelman, N. E. Walls

Using a sample of 124 incoming social work graduate students, we examined whether levels of perceived incongruence with social work values and the perceived culture of a graduate social work program significantly correlate with social psychological constructs. The social psychological constructs are associated with maintenance and support for social stratification in general and with prejudicial attitudes based on sexual orientation more specifically. Results suggest that higher levels of cultural incongruence are associated with significantly higher levels of right-wing authoritarianism, social dominance orientation, hostile heterosexism, aversive heterosexism, and paternalistic heterosexism. Nonsignificant results emerged for amnestic heterosexism and positive stereotypic heterosexism. Implications …
