We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. It is our hope that these data ‘rich” profiles which includes key indicators on health, population and demographic changes, industrial growth, and educational performance can not only support policy development in these targeted areas, but also help in monitoring the progress these cities make over time.

Chemical Reactions: Marijuana, Opioids, and Our Families is the seventh Massachusetts Family Impact Seminar. This seminar was designed to emphasize a family perspective in policymaking on issues related to the legalization of marijuana and managing the opioid abuse crisis in the Commonwealth. In general, Family Impact Seminars analyze the consequences an issue, policy, or program may have for families.

The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins

Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Families who care for children with disabilities feel that supports are essential. However, little is known about the support needs of adults who live with Fetal Alcohol Spectrum Disorders, and few specialized services exist to meet their needs. This study examined caregivers' perceived support needs for their children when they grow into adults. Sixteen caregivers of children aged 10 years or older with FASD participated in telephone interviews. Self-directed supports, as a method of service delivery, have grown from small pilot programs in a handful of states to at least one program in every state. For individuals with intellectual and developmental disabilities (IDD), self-direction presents unique opportunities to engage in self-determined behavior and shape the services upon which they rely. Although the evidence base for self-direction is relatively robust, there is a significant lack of information on how implementation of self-direction is faring on the national level.
