Child attachment has been an area of study among scholars for several decades; however, early adolescent attachment is a specific age period that few scholars have examined, especially pertaining to child welfare where placement is a necessary but forced attachment disruption. The purpose of this nonexperimental study was to examine the likelihood of early adolescent attachment during initial placement and to explore the frequencies of this population securely attaching postplacement based on the added variables of placement setting (foster home/kinship home/group home/institution) and sibling accessibility. Nearly half a million children are currently served by the child welfare system in the United States. This overwhelming strain on state departments and non-profit placement agencies is compounded by the fact that there are not enough available homes. There appears to be a shortage of capable and resilient foster and adoptive parents. Thousands of children who are ready to be adopted do not have anyone to take them in, and thousands more float in the system until new families agree to foster. :The purpose of the following research was to identify the experiences and needs of biological children in a foster family. An online survey was sent to licensed foster families from a private agency. The survey included questions about the experiences, both positive and negative, of biological children before foster youth enter the home, during their stay, and after they exit the home. Analysis of 21 survey answers and thorough review of literature indicated significant lack of available resources for foster parents to utilize when preparing their biological children for this family change. Since 1980, the U.S. child welfare system has exhibited an increasing reliance upon kinship caregivers as a resource for children who have been removed from the homes of their birthparents due to allegations of abuse or neglect. Literature suggests that agencies differ considerably in their treatment of kinship care providers; however, limited research has been conducted examining the causes and implications of this variation, especially in the case of Ohio’s county-based system.
