Over the years, the once thought of as stable suburban community has seen a significant increase in poverty and homelessness which has impacted students in similar ways as it has students in urban area schools and has resulted in the implementation of community school programs. According to Pew Research Center in 2020, there were 37.2 million people living in poverty, 16.2 million live in the suburbs, 15.1 million reside in urban communities – and collectively 11.6 million are minors. The community school model is rooted in John Dewey’s (1902) conceptualization of the public school as a hub for the community. The model has recently been identified as part of New York City’s school turnaround strategy and continues to gain prominence nationally, because of this, it is essential to identify the key components of an excelling leadership partnership. This dissertation describes findings and recommendations from interviews with principals and community school directors in ten New York City community schools.
