Homelessness is one of the most pressing humanitarian issues facing the country today. Lack of affordable housing, among many other complicating factors, have led to many cities scrambling to find both short-, middle-, and long-term solutions to the issue. The Covid-19 pandemic added a disruption in services, critical record-keeping, and data-gathering, which has further confounded experts looking for an effective path forward. People with intellectual and developmental disabilities (IDD) and the direct support professionals (DSPs) who support them have faced unique risks to their health and quality of life (QoL) throughout the COVID-19 pandemic. We sought to understand how COVID-19 has influenced QoL and overall well-being among these populations. We conducted a Rapid Qualitative Inquiry study with a sample of people with IDD and DSPs (n = 18) to gain deeper perspectives about QoL and well-being during the pandemic. Participants described that changes in QoL were typically negative and influenced primarily by reduced socialization and impacts on health and independence; however, …

Following the passing of a friend who witnessed firsthand the transformation of Salt Lake City’s Queer community from the 1950s to 2020, I created the Intermountain West LGBTQ+ Oral History Project to document the queer experience within the Intermountain West. Since beginning the project in 2020, I have documented several diverse stories that intersect class, race, sexuality, gender, faith, and politics. By documenting the queer experience, a marginalized community will have their voices heard and preserved for the enlightenment of future generations. This presentation provides an overview of my project and its preliminary findings.

The COVID-19 pandemic introduced a public health crisis, overlaying the disparities in healthcare access, treatment, and outcomes that were already prevalent in Black and Latino communities across the U.S., particularly persons with disabilities (PWD) at the intersection of racial and ethnic identities. In addition, the concurrent social and political climate mirrored the pandemic in its action of magnifying existing systemic inequities for historically marginalized populations, calling for institutions to galvanize efforts toward diversity, equity, and inclusion (EDI). Racism and ableism have doubly affected Black families of children with developmental disabilities in their interactions with disability systems of supports and services (e.g., early intervention, mental health, education, medical systems). On average, Black autistic children are diagnosed three years later and are up to three times more likely to be misdiagnosed than their non-Hispanic White peers. Qualitative research provides evidence that systemic oppression, often attributed to intersectionality, can cause circumstances where Black disabled youth are doubly marginalized by policy and practice that perpetuates inequality. The Utah Farmers Market Network convened a virtual Diversity, Equity, and Inclusion (DEI) Community of Practice (CoP) to explore how markets could be more welcoming and inclusive to historically excluded populations. Between May and November of 2021, members of seven Utah farmers markets convened at least twice monthly to explore basic DEI concepts and create personalized DEI strategic plans for their markets. This document reviews impacts on participants and the personal, market, community, and organizational goals created.

Farmers markets, as vibrant hubs for community connection and stimulus to the local economy, often have staff, vendor, and customer demographics that are predominantly white. The Utah Farmers Market Network (UFMN) convened a Diversity, Equity, and Inclusion Community of Practice with market managers statewide to assist markets in becoming more welcoming and inclusive of historically excluded populations.

Federally-legislated Medicaid requirements for recipients with intellectual and/or developmental disabilities (IDD) to have a person-centered plan (PCP) do not specifically require that advanced care plans (ACP) be a component of the plan. However, coronavirus disease 2019 (COVID-19) has provided a salient reminder of the importance of incorporating ACP within the PCP for people who have IDD. As demonstrated by situations arising from COVID-19, emergencies and crises can dramatically alter access to care for people with IDD. Allies Training Programs (also known as Safe Space/Zone training) are found in many institutions of higher education. Usually provided by an LGBTQA+ or Gender and Sexuality Center staff, the goal is to prepare participants for an allyship role in hopes of promoting safe spaces on campus and decrease instances of queerphobia. This thesis examined current allies training programs to determine what content is being presented and compare to the latest critiques and definitions. After analysis it is determined that current allyship trainings are inadequately preparing higher education staff and faculty for an ally role. Using the results of this study …

Like many UCEDDs in the Developmental Disabilities (DD) network, the Center for Development and Disability at the University of New Mexico offers direct service programs in home and community settings. Before the start of the COVID-19 pandemic, services were delivered in-person to about 1,000 families across the state including clients with intellectual or developmental disabilities and/or from at-risk communities. In March 2020, due to the spread of COVID-19, a public health emergency was declared in New Mexico and home and community services were stopped throughout the state. COVID-19 forced a significant change for participants of the Disability Policy Seminar (DPS) typically held annually in Washington, D.C. The DPS is a policy event that both informs its participants about current policy and supports attendees visiting Capitol Hill to meet with legislators. Objective: This article summarizes the individual, systemic, and collective challenges and opportunities presented by the COVID-19 pandemic, based on 16 videos solicited by the National Center on Advancing Person-Centered Practices and Systems (NCAPPS) and submitted by NCAPPS collaborators during the first six months of the pandemic.

Method: Informed by participatory action approaches and content analysis, we describe common themes in a series of 16 videos solicited by NCAPPS from subject matter experts with professional and lived experience of disability and human services systems.
