Fine particulate matter or PM2.5 can be described as a pollution particle that has a diameter of 2.5 micrometers or smaller. These pollution particle values are measured by monitoring sites installed across the United States throughout the year. While these values are helpful, a lot of areas are not accounted for as scientists are not able to measure all of the United States. Some of these unmeasured regions could be reaching high PM2.5 values over time without being aware of it. Smartphones are a ubiquitous part of daily life for most Americans. They offer an abundance of information, connectivity, and entertainment. Previous research suggests that smartphones are also responsible for cognitive costs in educational, public, private and professional settings when in use or audibly creating stimuli in the environment. Located within the Universidad del Valle in Cali, Colombia, CINARA is an academic institution, comprised of both engineers and social scientists, that has almost three decades of experience regarding participatory approaches to water supply and environmental sanitation. In this paper, I argue that CINARA’s work is important due to its emphasis on meaningful community participation that significantly involves communities in decisions on technical matters that are usually allocated exclusively to “experts.” Furthermore, the valuation of social considerations and non-technical knowledge found amongst CINARA’s engineers stands in distinct contrast to traditional development practices and engineering mindsets.
