“Knowledge commons” describes the institutionalized community governance of the sharing and, in some cases, creation, of information, science, knowledge, data, and other types of intellectual and cultural resources. It is the subject of enormous recent interest and enthusiasm with respect to policymaking about innovation, creative production, and intellectual property. Taking that enthusiasm as its starting point, Governing Knowledge Commons argues that policymaking should be based on evidence and a deeper understanding of what makes commons institutions work. Introduction:
Western Kentucky University Library had a large two-level, but largely unused lobby that had once been the library’s entrance but had been closed as a new entrance was created. By 2002, it sat empty and all but devoid of human traffic just outside our Reference area. Also, in 2002, Reference statistics were down, as was Circulation and library usage in general. Dean Binder believed that with the renovation and development of this former lobby, the library would realize an increase in campus visibility and library usage would increase.

This paper, written for a symposium on "Layers of Law and Social Order," connects the current debate over the regulation of electronic cigarettes with socio-legal scholarship on law, norms, and social control. Although almost every aspect of modern life that is subject to regulation can be seen through the framework ‘layers of law,’ e-cigarettes are distinguished by the rapid emergence of an unusually dense legal and regulatory web.
