The Digital Divide is the gulf between those that have access and use of technology and those that do not. The Digital Divide is a multilayered issue impacting low-income persons, low literacy persons, seniors, and persons with disabilities. The new emphasis is on whether people know how to use technological devices and the Internet for multiple purposes, especially to function and progress in daily society. The City of Holyoke, Massachusetts is one of many aging, industrial cities striving to revitalize its economy based on the promise of increased digital connectivity and clean energy resources. But how do you renovate 19th century mills to meet the demands of the information age? This architectural study explores the potential impact of sensing technologies and information networks on the definition and function of buildings in the 21st century. To what extent has the Internet strengthened civil society? In which ways have civil society organizations (CSOs) used the internet to communicate their missions, enhance the discussion of public issues, extend networks and mobilize collective actions? This article seeks to answer these and related questions by reporting on an empirical study in Hong Kong. The study involves an analysis of the web pages launched by 14 environmental groups and 22 labour organizations on the one hand, and in-depth interviews with representatives of five of these organizations on the other.
