This fact sheet examines data from the Brookings Institution report, “As the Digitalization of Work Expands, Place-based Solutions Can Bridge the Gaps,” which explores information on digital job growth in the U.S. The original report contains the digitalization scores of each state from 2002 to 2020 as well as scores for specific occupations. This fact sheet focuses on the digital job growth for each state in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah) and their metros.

This chapter focuses on the circular and complex relationship between science, technology, society, and law. The technology/society connection focuses on the democratic deficit issue. The democratic deficit would be a consequence of the lack of adaptability of western democracy to complex (information) societies, where technology (and the increasing access to data that it permits) is separating the connection between information and knowledge (as well as the classical legitimacy couple of democracy-truth) moving these societies towards a technocracy. Different visions on the interaction between science, technology, policy and law have been presented. As common axe, we can detect the continuous search for truth and justice. Science and Law as social constructs, the distinction between truths and opinions through procedural method based on evidence and rationality, or how natural science “things” became facts, and consequently “truth”, are examples of this search. New technologies bring with them many promises, but also a series of new problems. Even though these problems are new, they are not unlike the types of problems that regulators have long addressed in other contexts. The lessons from regulation in the past can thus guide regulatory efforts today. Regulators must focus on understanding the problems they seek to address and the causal pathways that lead to these problems. Then they must undertake efforts to shape the behavior of those in industry so that private sector managers focus on their technologies’ problems and take actions to interrupt the causal pathways. …

Key Findings:

Youth participants reported satisfaction with services and positive feelings about the smartphone.

The youth participants felt that the smartphone gave them a “voice” and control over the people with whom they wanted to talk.

Certain phone restrictions developed by project leadership were unenforceable.

Youth had certain expectations about the phone and its use but when the phone did not work or was “locked” (e.g., for data overuse) it created friction between the youth and their service provider.

Service-providers report that the phones help to create a sense of normalcy for the youth. Youth “were able to be normal …

This lecture summarizes new research on the relationship between access to cell phones, TV, and the internet and subjective well-being worldwide. Technology access is positive for well-being in general, but with diminishing marginal returns for those who already have much access. It is also associated with increased stress and anger among cohorts for whom access to the technologies is new. The increased financial inclusion in very poor countries that comes with cell phones and mobile banking also has effects on well-being. Well-being levels are higher in the countries with higher levels of access to mobile banking, but so are stress …

Technology Goes Home (TGH) is an innovative program designed to bridge the digital divide by bringing technology into low-income families’ homes. This Boston Digital Bridge Foundation (BDBF) program strives to prepare adults for employment opportunities and to help children improve academic performance by offering computer training and equipment to families in Boston neighborhoods and schools. Classes are offered in groups, with parents and children learning together in order to strengthen families and build community as well as skills. Neighborhood programs are operated in six communities through Neighborhood Technology Collaboratives, coalitions of community-based organizations. For many years I have taught at a small liberal arts college in Southern California. When first-year students arrived at the college in the early 1970s, they settled into the usual things that occupy freshmen. A few weeks would go by, and then they would make a remarkable discovery: tall mountains would appear to the north as autumn weather dissipated the heavy blanket of smog that had obscured them.
