In their recent book Tools and Weapons, Brad Smith and Carol Ann Browne describe the 2018 Facebook-Cambridge Analytica scandal as a Three Mile Island moment for data stewardship. After years of sharing personal data without much thought about how it might be used or abused, the public is now becoming more aware of the need for clearer responsibilities and rights related to the collection, processing, and dissemination of personal information. “Data has always been important to society,” Smith and Browne point out, but “it has never played the role it does today … every aspect of human life is fueled …

Abstract

Today information and communication cause the daily growth of published information. Studying all scientific production content and structures for specialist in different fields and publications is impossible. This study aims to analyze the articles regarding information retrieval based on the concepts of co-occurrence network analysis and centrality indicators published in Clarivate Analytics Web of Science[1] during 1983-2017. This is a descriptive study, using Scientometric approach. Its statistical population contains all articles related to Information retrieval in Clarivate Analytics Web of Science during1983-2017. The scientific research on Information retrieval starts in 2002. Based on the scientific map of countries, …

A Ulysses Pact With Artificial Systems. How To Deliberately Change The Objective Spirit With Cultured Ai, Bruno Gransche

Computer Ethics - Philosophical Enquiry (CEPE) Proceedings

The article introduces a concept of cultured technology, i.e. intelligent systems capable of interacting with humans and showing (or simulating) manners, of following customs and of socio-sensitive considerations. Such technologies might, when deployed on a large scale, influence and change the realm of human customs, traditions, standards of acceptable behavior, etc. This realm is known as the "objective spirit" (Hegel), which usually is thought of as being historically changing but not subject to deliberate human design. The article investigates the question of whether the purposeful design of interactive technologies (as cultured technologies) could enable us to shape modes of …

Crude Oil Price Prediction With Decision Tree Based Regression Approach, Engu Chen, Xin James He

Journal of International Technology and Information Management

Crude oil is an essential commodity for industry and the prediction of its price is crucial for many business entities and government organizations. While there have been quite a few conventional statistical models to forecast oil prices, we find that there is not much research using decision tree models to predict crude oil prices. In this research, we develop decision tree models to forecast crude oil prices. In addition to historical crude oil price time series data, we also use some predictor variables that would potentially affect crude oil prices, including crude oil demand and supply, and monthly GDP and …

College Choice Criteria Utilizing Conjoint Analysis Enabled On A Saas Platform, Alison Munsch

Journal of International Technology and Information Management

College enrollments and low to moderate household incomes are stagnating while tuition costs are increasing. The New York State Legislature enacted the nation’s first tuition-free degree program, the Excelsior Scholarship, designed to make a college education more affordable to middle class families. This legislation can impact what institution of higher education students will choose upon high school graduation. In order to understand the choice criteria for selecting an institution of higher education, a research study was conducted among a representative sample of high school upper classmen and parents of this respondent segment. The data collection and analysis were accomplished using …

The Use Of Generic Scripting In Certain Application Development Projects, Vance Allen Etnyre, Jian Denny Lin, Nanfei Sun

Journal of International Technology and Information Management

This article discusses generic scripting, a useful scripting technology for developing applications. In its simplest use, generic scripting can be used as a documentation tool to replace flowcharting or pseudocode. in certain situations, generic scripting can lead directly to a working application without the need to write, compile and test a new program. Generic scripting is discussed as a tool which can be used in logical design, detailed design and implementation of a new application. An example is presented to show how generic scripting can be used by non-programmers to simplify the development of applications. This example is used to …

The LiT.RL News Verification Browser is a research tool for news readers, journalists, editors or information professionals. The tool analyzes the language used in digital news web pages to determine if they are clickbait, satirical news, or falsified news, and visualizes the results by highlighting content in color-coded categories. Although the clickbait, satire, and falsification detectors perform to certain accuracy levels on test data, during real-world internet use accuracy may vary. The browser is not a replacement for digital literacy and is not always correct. All processing is completed on the local machine - results are not sent to or …

From The City To The Cloud: Charles Williams’S Image Of The City As An Affirmation Of Artificial Intelligence, Michael J. Paulus Jr. Mar 2019

From The City To The Cloud: Charles Williams’S Image Of The City As An Affirmation Of Artificial Intelligence, Michael J. Paulus Jr.

Michael J. Paulus, Jr.

A number of Christian intellectuals who lived through the twentieth century had a deep distrust of technological innovation. Charles Williams stands out from among his contemporaries in his affirmation of technology. Jacques Ellul, perhaps the most important critic of the technological society that emerged in the twentieth century, viewed technology as a deformative counter-creation. Williams, however, affirmed technology and technological work as transformative co-creation—as a mean of participating in new creation. This presentation introduces Williams’s apocalyptic view of technology and connects it with current hopes and fears related to artificial intelligence.

Thoughts On Patents And Information Literacy, Dave Zwicky Mar 2019

Thoughts On Patents And Information Literacy, Dave Zwicky

Journal of the Patent and Trademark Resource Center Association

Patents are an under-used information source, in part because of an often-narrow focus by patent librarians on the tools and techniques of patentability searching. This approach can ignore a range of potential applications of patent information, using patents in their contexts as technical, design, historical, legal, and commercial documents. This paper suggests the adoption of a flexible approach, viewing patents and patent information in the greater context of information literacy, including that of the Association of College and Research Libraries’ Framework for Information Literacy for Higher Education, more commonly known as the ACRL Framework.

A Framework For Digital Wisdom In Higher Education, Michael Paulus

SPU Works

Institutions of higher education have a crucial role and responsibility at this moment of technological change to form people who will flourish in our so-called digital age. The speed with which digital information and communication technologies have permeated our lives has left little time for critical reflection on how we may intentionally integrate them into our lives. Regardless of when we were born or the depth of our technological expertise, we are all of us digitally naïve. Individually and collectively, we are still learning how to use new and emerging digital technologies well and wisely. This essay presents a framework …
