The Role Of Public Procurement In Improving Accessibility To Ict, Gunela Astbrink, William Tibben

Government bodies use public procurement policies and mechanisms to purchase ICT products and services. Some governments in OECD countries apply accessibility criteria when procuring ICT to improve access to their services and employment opportunities for people with disabilities. This may have a flow-on effect of greater availability of affordable and accessible ICT thus improving digital inclusion. This paper outlines research on comparative analysis of the situation in Australia with current policy in OECD countries. The research resulted in recommendations for a consumer-oriented plan to work with Australian governments on the introduction of accessibility criteria in ICT public procurement.

This paper is a report of a meta-development research project of mathematical learning resources and learning designs. The process of meta-development was conducted through mapping of mathematical learning resources and learning designs based on an observation of 119 participating teachers in Bojonegara Sub District, Indonesia. The outcomes of the meta-development include two prototypes that are similar in concept, yet different in function: the first prototypes can be use for mapping mathematical learning resources in the Internet, while the second prototype can be use for documenting and sharing mathematics teaching and learning experiences. This exploratory study investigates the adoption and use of information and communication technologies in Myanmar by examining the nature and structure of the information technology profession. The investigation is based on a theoretical framework consisting of three components: domains of information technology professional expertise; the scope of the information technology professional's knowledge, skills and experience; and specific knowledge and skills associated with the domains of professional expertise. The findings show that specialist skills in systems development, database, network and communications are important. Government purchasing of ICT products and services is termed public procurement. Including accessibility criteria in the procurement process may improve employment opportunities in government for people with disabilities and could have flow-on effects for increased accessibility of products in the marketplace. This paper outlines a research project investigating the current status of legislation, regulation and policy of ICT accessibility criteria in public procurement in OECD countries. The research finds that voluntary government schemes were not successful. Mandatory processes based on uniform global standards coupled with compliance will have an impact.

In this study, we examine the effect of social network structure and information and communication technologies (ICT) use on performance attitudes of knowledge-intensive workers in dispersed occupational communities. We first develop a theoretical framework and use it to develop a valid and reliable survey instrument. Secondly, we apply structural hole measures (constraint and efficiency) for exploring the association with ICT use and attitudes to performance. Empirical results suggest that density of knowledge workers' professional network is positively associated with ICT use whereas network efficiency is negatively correlated with ICT use at both task and communication-structure level. In this paper we discuss the development and implementation of a questionnaire that measures preparedness to teach secondary school science with information and communication technologies (leT). The questionnaire was designed for the purpose of evaluating the effectiveness of instruction in a science education unit in a Graduate Diploma teacher education course. Rasch analysis of the pre- and post-unit responses indicated domains of expertise for which students perceived they had improved their knowledge during the unit, and domains for which they perceived they were less knowledgeable after the unit than before it.
