Many adolescent girls—the poorest girls in the poorest communities—already live in an “emergency.” Humanitarian crises only amplify the call on their coping and caring capacities, while exacerbating their vulnerabilities. The frequency and intensity of emergencies, including natural disasters, conflicts, and infectious disease outbreaks such as Ebola, appear to be growing.¹ These emergencies threaten entire communities and whole countries, often with global implications. Many become virtually permanent. This paper describes Nepal’s national livestock policies and considers how they can be improved to help meet the pressing national challenges of economic development, equity, poverty alleviation, gender mainstreaming, inclusion of marginalized and underprivileged communities, and climate vulnerability. Nepal is in the process of transforming its government from a unitary system to a federal democratic structure through the new constitution expected by 2015, offering the opportunity to bring a new set of priorities and stakeholders to policymaking. Despite strong agreement among scientists, public opinion surveys reveal wide partisan disagreement on climate issues in the united States. we suggest that this divide may be exaggerated by questionnaire design variables. Following a brief literature review, we report on a national survey experiment involving U.S. Democrats and Republicans (n = 2,041) (fielded August 25–September 5, 2012) that examined the effects of question wording and order on the belief that climate change exists, perceptions of scientific consensus, and support for limiting greenhouse gas emissions. wording a questionnaire in terms of “global warming” (versus “climate change”) reduced Republicans’ (but not Democrats’) existence …

Lack of progress in global climate negotiations has led scholars to reconsider polycentric approaches to climate policy. Several examples of subglobal mechanisms to reduce greenhouse-gas emissions have been touted, but it remains unclear why they might achieve better climate outcomes than global negotiations alone. Decades of work conducted by researchers associated with the Vincent and Elinor Ostrom Workshop in Political Theory and Policy Analysis at Indiana University have emphasized two chief advantages of polycentric approaches over monocentric ones: they provide more opportunities for experimentation and learning to improve policies over time, and they increase communications and interactions — formal and …

As the world’s largest emitters and economies, the United States and China play a critical role in global climate mitigation. Using Putnam’s two-level game showcases how the domestic political context of each country impacts their international policies. However, Putnam’s framework does not differentiate between bilateral and multilateral circumstances. The clarity and concentration of perceived costs and benefits for the United States and China from climate policies lead to differing outcomes on the multilateral and bilateral stage.
