Groundwater is an essential water resource, accounting for about 40 percent of supply in California and 80 percent in the Central Coast hydrologic region, but significant monitoring data gaps have limited sustainable management efforts. Twenty-four basins within the Central Coast hydrologic region were identified as critically overdrafted in 2014. For this study, two basins were chosen based on differing sustainability concerns so that a comparative analysis could be performed on the groundwater monitoring methods. Assisted outpatient treatment and involuntary outpatient treatment laws refer to the power of the court system to order community-based treatment without hospitalization to individuals with a mental illness diagnosis. Studies have linked these laws to a decrease in the use of incarceration among this population. The effectiveness of the assisted outpatient treatment law in a Southwestern state, known as Laura’s Law, has not been studied. Within California’s cap-and-trade program, forest offsets allow landowners to earn carbon credits for protecting forests that sequester carbon and sell these credits to polluters that can then emit one additional ton of carbon. The state’s top regulator, the California Air Resources Board (CARB), is tasked with overseeing cap-and-trade and the forest offset system. CARB is currently updating the state’s Climate Change Scoping Plan to set California on track to achieve its 2030 climate goal of reducing greenhouse gas emissions to 40% below 1990 levels. Wildfire management in California is an expensive program totaling over $3 billion in 2020, where the state provides two-thirds of the budget from the general fund (Peters et al., 2020). California has consistently used the state military to assist in wildland fire mitigation efforts; however, for the first time it has created a year-round team to reduce fuels to clean up the state’s forests. Further analysis would determine if Task Force Rattlesnake is an effective use of the state’s budget for wildfire mitigation.

The provision of special education services to special needs students is largely upheld by federal and state policies and regulations, such as the Individuals with Disabilities Education Improvement Act (IDEA) which ensures that children with disabilities have the opportunity to access a free appropriate public education (Individuals with Disabilities Education Act, 2004).
