When compared with other high-income countries, gun violence is clearly a problem in the United States. Although homicide appears to be a more serious issue compared with other countries, suicide causes many more deaths per year than homicide does and therefore deserves at least as much attention. Discussion of gun policy has also focused heavily on mental illness, and although this is a potential factor in gun violence, we must also recognize that most people with mental illness are not dangerous. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data. Survivors of sex trafficking who were forced into drug use as victims are in need of social services to treat their drug dependency and other mental disorders. Access to social services is a human rights issue that must be acted upon by state and federal officials. The law, however, requires approval of the T-Visa for receipt of benefits. Along with the T-visa application process, the applicant (human trafficking survivor) must be willing to assist in every reasonable way in the investigation and prosecution of the trafficker. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. This article recounts the experience of a professional historian in being given the keys to the kingdom: access to the classified vaults of Britain’s Joint Intelligence Committee. This article includes some of the problems in having access, but complying with the sensitivities around official accounts, difficulties in writing a global history, or trying to make the work of a committee interesting and accessible, and of trying to determine the impact of intelligence on policy.

Multilevel Governance: Framing The Integration Of Top-Down And Bottom-Up Policymaking, George C. Homsy, Zhilin Liu, Mildred E. Warner

Public Administration Faculty Scholarship

Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.

Abstract

Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. This report presents the results of vegetation monitoring efforts in 2017 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the seventh year of field work conducted by NGPN at AGFO.

In 2017, crew members from NGPN visited six long-term plant community monitoring (PCM) plots and NGPFire visited eight additional PCM and fire plant community monitoring (FPCM) plots to collect data on the plant communities at AGFO. Are elected politicians primarily motivated by holding office, thus choosing environmental policies accordingly? Or are they motivated by the chance to implement their preferred environmental policies? Do governors have character, in the sense that they promise and implement environmental policies consistent with their own preferences? To answer these questions, we study the differences in environmental spending across both re-electable and lame duck governors from the two main political parties. In our empirical analysis, we make use of parametric and non-parametric regression-discontinuity approaches. While re-electable governors do not set significantly different policies, lame duck governors do. We argue that in the …

Health Management and Policy Faculty Publications

This study examines the influence of child custody loss on drug use and crime among a sample of African American mothers. Two types of custody loss are examined: informal custody loss (child living apart from mother but courts not involved), and official loss (child removed from mother’s care by authorities).

Methods—Using data from 339 African American women, longitudinal random coefficient models analyzed the effects of each type of custody loss on subsequent drug use and crime.

Results—Results indicated that both informal and official custody loss predicted increased drug use, and informal loss predicted increased criminal involvement. Findings demonstrate …

Executive Summary

From 2014-16, the Northern Great Plains Inventory & Monitoring Network (Network)—in collaboration with the Midwest Regional Biologist—used acoustic methods to monitor bat populations at 12 Network parks. Six parks were monitored using the nascent North American Bat Monitoring Program (NABat) framework. Six other parks did not meet a priori criteria for inclusion in NABat so they were monitored using similar methods, but a non-systematic sampling frame.

Fifty-five NABat stations were established along with 62 non-NABat stations. Stations were typically monitored for 4-7 nights each year using equipment that records the echolocation calls of bats. Fourteen mobile survey routes …

In discussion with the literature on the treatment of veterans in the United States and the nature of American citizenship ideology, the following dissertation asks how post-9/11 veterans are defining, (re)creating, and contesting citizenship in the contemporary U.S. By studying a localized community of post-9/11 veterans, my dissertation highlights the dilemmas of U.S. citizenship at a time when the U.S. is engaged in a global War on Terror using less than 1% of the U.S. population as paid volunteers. Soldiers and veterans occupy states and spaces of exception, marking military citizens as distinct from civilians. Military citizenship benefits the nation …

Abstract

Inventory and Monitoring Networks of the National Park Service are charged with collecting and reporting data related to the status and trends of key natural resources. We have analyzed a suite of grazing data from 1995- 2016, fire history data from 1998-2015, and vegetation community data from 2002-2014 to better understand trends as they relate to management strategies at the preserve over time. We found that cattle stocking rates declined and fires became less frequent over the latter half of the record. Similarly, bare ground declined, woody species increased slightly, and the floristic quality index was relatively stable with …

A multidimensional poverty index for the United States is designed, evaluated, and defended as a useful measurement tool for policymakers to evaluate poverty. Chapter 1 presents a normative case for the index. Chapter 2 reviews the literature on poverty measures. Chapter 3 constructs the proposed index. Chapter 4 is a statistical examination of the internal structure of the index. Chapter 5 explores the index across states, over time, and among population subgroups, as well as presenting policy applications.
