This paper centres around China’s Belt and Road Initiative (BRI) and makes a case for further examining the possible effects of the complementary ‘Maritime Silk Road’ on Southeast Asia’s maritime clusters with reference to Singapore, Malaysia and Indonesia. The economic relations between China and developing mineral-rich countries have primarily been on the bases of the mineral resources of these developing countries. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Public Administration Faculty Scholarship

Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

Amid the accumulation of private wealth in China, family foundations have begun to emerge in recent decades. Little research, however, has explored this nascent phenomenon. This article examines the development of two Chinese family foundations — the Lao Niu Foundation and the Lu Jiaxiang Foundation — using document analyses and semi-structured interviews with foundation leaders.

While detailed data on program effectiveness and efficiency is lacking because of underdeveloped methods of evaluation, it is evident that both foundations have generated positive impacts on social development despite an overall lack of support for the foundation sector from Chinese government policy.

In 2014, China became the world’s third country to accomplish shale gas commercial development, following the United States and Canada. China still however lacks a comprehensive analysis of its public’s concerns about potential environmental risks of shale gas exploration, particularly those of local residents near extraction sites. This paper specifically aims to explore risks perceived as associated with shale gas development in the Changning-Weiyuan area of Sichuan Basin, by conducting a face-to-face household survey with 730 participants interviewed. Some 86% of respondents reported their belief that shale gas exploitation causes more than three types of negative impacts, the most commonly …

Chinese Outbound Travel: Understanding The Socioeconomic Drivers, Songshan (Sam) Huang, Xiang Wei

This study used a national sample (N = 36,490) of Chinese urban residents to examine the relationship between outbound travel intention and some key demographic, economic, and geographic variables. Findings indicate that education, income, and paid vacation days significantly predicted outbound travel intention. Compared to residents in Tier-4 cities in China, those in Tier-1, -2, and -3 cities had higher probability of choosing outbound travel by 13.1%, 30.9%, and 15.3%, respectively. This study draws meaningful connections between Chinese outbound tourism and the social and economic realities in China and offers an alternative approach to understanding Chinese outbound tourism.

Human beings should live in places where they are most productive, and megacities, where information, innovation and opportunities congregate, would be the optimal choice. Yet megacities in both China and the U.S. are excluding people by limiting housing supply. Why, despite their many differences, is the same type of exclusion happening in both Chinese and U.S. megacities? Urban law and policy scholars argue that Not-In-My-Backyard (NIMBY) homeowners are taking over megacities in the U.S. and hindering housing development therein.
