A recent trend in state Medicaid programs is the transition of vulnerable populations into Medicaid managed care (MMC) who were initially carved out of such coverage, such as foster children or those with disabilities. The purpose of this article is to evaluate the impact of the transition of foster children from fee-for-service Medicaid coverage to MMC coverage on outpatient health care utilization. It is found that Ricks’ work supports the findings of the journal articles discussed in this essay on the current state of the United States military.

The author uses Anthony Downs' Issue Attention Cycle to analyze the rise and decline of attention to the dumping of sewage, sludge, and industrial waste into the ocean. Through the lens of the Marine Protection, Research, and Sanctuaries Act of 1972, the author finds that although Downs' model explains the rise and decline in policy attention in part, much greater emphasis should be put on public opinion.

The history of Saudi-Iranian relations has been fraught. This relationship has impacted the United States’ role in the Persian Gulf. Prior to the formation of the Islamic Republic of Iran in 1979, bilateral relations between Saudi Arabia and Iran could be characterized in terms of mutual understanding which allowed them to become integral parts of the American foreign policy in the1970s. This policy was intended to safeguard Western interests in the Persian Gulf after the British left. Abstract

In recent years, bats have faced increasingly deadly threats on multiple fronts. Cave-dwelling bats have been decimated by the emergence of a disease, white-nose syndrome (WNS), caused by a fungal pathogen, Pseudogymnoascus destructans; and tree bats are dying in large numbers at wind power facilities. First State National Historical Park (FRST) is a new national park unit located in northern Delaware and Pennsylvania. Prior to this study, little information was available on bat species and their activity and distribution within FRST. The method for data collection consists of literature review, internship, and interviews of key stakeholders in Washington State. "In this chapter, we look at the history of women's activism in the peace movement over the course of U.S. political development, examining the ways that women expanded the goals of peace activism to include gender and other social justice issues. We then examine which women actually participated in these efforts, and how that has changed over time. In the following sections, we explore distinct tensions in women's activism focusing on the role of gender (essentialism versus social constructionism) and radicalism versus pragmatic realpolitik. Abstract

Homestead National Monument of America is a 211-acre park located in an agrarian landscape in southeastern Nebraska. From September 16 to October 1, 2016, park staff deployed acoustic monitors at three sites in the park for purposes of monitoring night-time bat activity. The three sites averaged 179, 48, and 33 bat detections per night. Night-time bat activity was generally highest in the 1-2 hours following sunset.

This paper shows that the explicit aims of the American educational standards for public schools, the Common Core State Standards to teach history to create “college and career ready” students, marks a shift from preparing students for political participation to preparing them for market participation. I trace the intellectual and pedagogical origins of the Common Core’s pretense of technocratic apolitical values back through the previous two major American curricular reform efforts. This paper addresses a means of checking legislative gerrymandering, which I have called the Independent Electoral Reapportionment Commission (IERC). Its purpose is to prevent self-interested politicians from drawing biased constituency lines. While scholars have researched gerrymandering, few scholars have researched commissions designed to limit such gerrymandering, and no comprehensive work details the global means of accomplishing this goal.

The Upper Columbia Basin Network I&M (Inventory and Monitoring) program and Craters of the Moon National Monument and Preserve are collaborating to monitor winter bat use in Arco Tunnel, which is a safely accessed cave in the northern portion of the monument that consistently has been found with the largest number of bats (~30/year) among the set of caves recently inventoried. Executive Summary

The mission of the National Park Service (NPS) is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (NPS 1999). To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation’s natural heritage through science, natural resource inventories, and expanded resource monitoring (NPS 1999). Through the Challenge, 270 parks in the national park system were organized into 32 inventory and monitoring (I&M) networks.

Corruption May Worsen In Democratizing Economies: But Don't Let It Erode Our Faith In Democracy, Shaomin Li, Ilan Alon, Jun Wu

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.
