Administrative Narratives, Human Rights, And Public Ethics: The Detroit Water-Shutoff Case, Richard K. Ghere

This inquiry focuses specifically on administrative (local official) narratives that speak to contentious issue contexts of social conflict. Specifically, it draws upon a theoretical connection between hermeneutics and the sociology of knowledge to interpret narrative passages of local officials and others related to a contentious public action—the Detroit Water and Sewerage District’s stepped-up water-discontinuation efforts (2014 and 2015) that left thousands of inner-city residents with “delinquent” accounts and no access to water service. Gendering Human Rights: Threat And Gender Perceptions As Predictors Of Attitudes Towards Violating Human Rights In Asymmetric Conflict, Yossi David, Nimrod Rosler, Donald Ellis, Ifat Maoz

We introduce, in this study, a gendering human rights model in which perceiving outgroups as having stereotypical feminine traits predicts decreased support for violating their human rights through the mediation of threat perception. This model is tested in the context of the asymmetrical protracted Israeli-Palestinian conflict using Jewish-Israeli public opinion polling data (N=517). In line with our expectations, the findings indicate that Jewish-Israeli perceptions of Palestinians as having stereotypical feminine traits predict lower levels of threat perception from Palestinians and consequently less support for violating their human rights. Since the mid-1990s, UN special procedures reports have increasingly addressed human rights violations related to sexual orientation. However, it was not until 2011 that the first UN resolution on human rights and sexual orientation was adopted. After considerable difficulty, a follow-up resolution was adopted in late 2014. This policy and practice note examines the challenges of adopting sexual orientation resolutions at the UN Human Rights Council. While the concepts of human rights and peace are increasingly linked in the study and practice of International Relations, there is great variance and inconsistency in how the concept of peace is discussed in the study and practice of human rights. We conduct an examination of the websites of human rights nongovernmental organizations (NGOs) affiliated with the United Nations Human Rights Council in Geneva, Switzerland, to explore whether and how human rights and peace are linked. Religiously-affiliated and women’s NGOs typically link these concepts, while non-Western NGOs stress peace over human rights.

Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. Recognition of sleep as a human rights issue by governmental and legal entities (as illustrated by recent legal cases in the United States and India) raises the profile of sleep health as a societal concern. Although this recognition may not lead to immediate public policy changes, it infuses the public discourse about the importance of sleep health with loftier ideals about what it means to be human. Trafficking Smuggled Migrants: An Issue Of Vulnerability, Rachel A. Hews

This paper analyzes why the UN’s efforts against the sex trafficking of smuggled migrants, specifically regarding the Palermo and Smuggling Protocols, have been inadequate in preventing migrant smuggling. It concludes that the crime-based focus on prosecution overshadows prevention of the crime and protection of the victims, and that a human rights approach addressing the vulnerability of smuggled migrants would be more effective in reducing migrant smuggling long-term. Proposed solutions include decreasing both the “push” and “pull” factors of migration by ratifying existing legislation regarding basic human rights, implementing national policies that increase migrant rights in destination countries, and shifting further …

Twenty years after South Africa's democratisation, Nelson Mandela's passing has prompted scholars to examine his legacy in various domains. Here we take a look at his legacy in education discourse. Tracing Mandela's thoughts and pronouncements on education we find two major emphases: a view of education as a practical means to economic development, and education as a means to social justice, human rights, and democracy. Assessing the legacy of these twin emphases, we conducted qualitative and quantitative content analysis of turning point documents in education policy and annual reports from the respective South African ministries of education over the last …
