Objective: Tobacco-free policies are being rapidly adopted nationwide, yet compliance with these policies remains a challenge. This study explored college campus key informants' experiences with tobacco policies, and their perceived benefits, drawbacks, and outcomes. Participants: The sample for this study was 68 key informants representing 16 different California universities with varying tobacco policies (no smoking indoors and within 20 feet of entrances, designated smoking areas, 100% smoke-free, and 100% tobacco-free). Methods: Qualitative, descriptive study. Semistructured interviews were transcribed verbatim and analyzed using content analysis. In this dissertation, I examine ways that the US National Environmental Policy Act of 1969 (NEPA) and its primary enforcement mechanism, the Environmental Impact Assessment (EIA) process, have reshaped the state as a site for racial and environmental conflict by institutionalizing a particular form of environmental justice within governmental decision making processes. Combining archival methods and legal analysis, I develop three case studies involving community struggles over the social production of space that each engage the EIA process to different effect. California’s coast is one of the state’s and the nation’s premier locations. Home to millions of people, as well as a great diversity of natural features and habitats, it is also a place that is disappearing from beneath our feet. The dynamic interactions of water and land have eroded much of the historic California coast, and sea level rise threatens a dramatic acceleration of this trend. Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Local governments along Monterey Bay’s shores are undertaking a number of initiatives for which sea level rise adaptation planning is required. Governor Schwarzenegger’s 2008 Executive Order S-13-08 and the 2011 Resolution of the California Ocean Protection Council on sea level rise led to the proliferation of individual agency guidance documents (e.g., CalTrans (2011), BCDC (2011), CCC (2015)) that require emerging best available science (e.g., Pacific Institute Report (Heberger et al. 2009), NRC Report (2012)). Since 1969, California’s Housing Element Law has required that municipalities address housing equity and housing production. In California, housing equity means that a municipality has planned for the future production of low-income housing that is priced from 0 to 120% of the U.S. Department of Housing and Urban Development’s median family income, and market-rate housing that is priced higher than 121%. For a purposive sample of municipalities (Sacramento and Los Angeles regions, 1990 to 2007, n = 53), this research found that as compliance with the law increased, the sample experienced deficient low-income housing production but surplus market-rate housing production. …

This thesis uses a case study of the Community Home Energy Retrofit Project (CHERP) and it analyzes the larger statewide effort in California to increase energy efficiency in existing residential buildings to reduce greenhouse gas emissions. CHERP’s primary strategy is to embed itself into a community, educate residents on the multiple benefits of energy efficiency, and inspire them to take energy-saving actions in their own homes. It then builds its own community by connecting like-minded individuals together and provides an opportunity for them to exercise their political agency. In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Non-ad valorem assessments on property are a fiscal innovation born from financial stress. Unable to raise property taxes due to limitations, many localities have turned to these charges as an alternative method to fund local services. In this paper, we seek to explain differential levels of non-ad valorem assessment financing through the analysis of property tax records of a large and diverse set of single family homes in California. We theorize that assessments, as opposed to other forms of taxation, will be used when residents hold anti-redistributive preferences.
