An Evaluation Of California’S Continuously Appropriated Programs Funded Through Cap-And-Trade, Domingo Candelas

In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.

Interpreting Potential Groundwater Policies Through Modeling Of Market And Non-Market Benefits And Costs, Grant H. West

Current policies leveraging financial incentives and improved irrigation efficiency to mitigate groundwater scarcity have not proven to curtail trends of resource depletion. Groundwater benefits cannot be appropriately valued solely on market forces, and so deeper policy consideration is warranted under a framework that considers the importance of groundwater across all its values to society. Understanding time preferences for groundwater management and preferences for alternative policies is vital to inform efficient policies. Furthermore, climate change remains politically controversial yet has important consequences for critical groundwater resources and their sustainable long-term management. Over the past decade, researchers have become increasingly aware of the vital role stakeholder knowledge plays in understanding complex social and environmental problems. Incorporating stakeholder knowledge into understanding complex problems allows for greater awareness and identification of community needs and can help build partnerships to support the development of applied research. Transboundary watershed management seeks to reconcile the dichotomy between political lines and the resources that flow freely over such borders. Transboundary waters cover half of the earth’s surface and define the natural communities of over 40% of the global population. Food environments are influential in shaping dietary behaviours of adolescents. Exposure to food and beverage marketing is known to impact food knowledge, behaviours, and health outcomes, yet food environment research largely overlooks advertisements. Given that marketers tend to advertise less healthy foods to teens and teens predominantly purchase low-nutrient foods, it is crucial to study the information environment in the context of secondary school environments. This thesis uses a sequential mixed-methods approach, including environmental audits and teen consultations, to develop and apply a teen-informed tool to measure the power of advertisements surrounding secondary schools. The goal of this paper is threefold: to serve as an oral history archive of the East Asian American experience at the 1991 People of Color Environmental Leadership Summit, to analyze the role of East Asian Americans in the Environmental Justice Movement (EJM), and to fill an ideological and political vacuum that exists in East Asian American communities. The rapid entry into force of the Paris Agreement reaffirmed, with certainty, that the international community would continue its efforts to mitigate greenhouse gas emissions and adapt to climate change impacts opening a new era of international cooperation on climate change. This thesis explores how both negotiations around climate change adaptation and adaptation project implementation have evolved in this post-Paris Agreement era (from adoption in December 2015 to present). Human dimensions of wildlife is an emerging discipline that seeks to understand the complex relationships between people, wildlife, and their conflicts and/or interactions (Decker, Riley, & Siemer, 2012). Human dimensions utilizes several tested theoretical frameworks to investigate these complexities, such as cognitive hierarchy theory and wildlife value orientations (WVOs). Both of these theoretical frameworks were examined in this study, which investigated the content of news media during controversial American black bear (Ursus americanus) hunting referenda in Maine, and key stakeholder perceptions of black bear management.
