Discourse, Power Dynamics, And Risk Amplification In Disaster Risk Management In Canada, Martins Oluwole Olu-Omotayo

Electronic Thesis and Dissertation Repository

The domain of disaster risk management is rife with discursive contentions, whereby dominant discourses amplify the powers of risk actors to precipitate and reinforce political, economic, and environmental inequalities that predispose different sections of the population to unequal disaster risk vulnerabilities. This thesis identified important actors (government, risk experts, media, and NGOs) that shape the power dynamics in disaster risk management in Canada and explained their roles, influences, and the dimensions in which their powers negotiate each other through risk discourses. The patterns of these power dynamics in the three aspects of power –communication, assessment, and social trust –were also …

MPA Major Research Papers

In March 2020, provincial and municipal governments in Canada implemented measures to reduce the impact of the COVID-19 pandemic. As a result, municipalities had to quickly transition to holding their public meetings in new ways. Some organizations moved to teleconference meetings, while others used videoconferencing software. Public libraries were no exception to this, and library boards began holding their public board meetings electronically. In 2006, when over a dozen protesters from the Six Nations took control of the Douglas Creek and rechristened the land Kanonhstation, the Caledonia land dispute went from being a local clash to a national story. In recent years, land disputes between Indigenous Peoples and the Canadian state have inaugurated much scholarly intrigue. Despite the topic’s popularity, the vast majority of material examining land disputes looks at the role of First Nations, the federal government, the provincial government, and provincial police departments; however, nothing has been written on the part municipalities play in land disputes. The research questions for this …

In 2008, the Ministry of Health and Long-Term Care released the Public Health Emergency Preparedness Protocol, which mandated local health units to develop emergency response plans consistent with the Incident Management System (IMS). The main purpose for implementing IMS was to provide a standardized approach to local and provincial government emergency response by providing a common framework. This paper identifies some of the factors present in health units that consistently implement IMS during incident and emergency response. A questionnaire was developed to collect data from 34 of the 35 health units in Ontario. The findings reveal that health units have …

The Perfect Storm: Emergency Management Regulations And Small Municipalities In Ontario, Jennifer Alexander

MPA Major Research Papers

This paper examines emergency management legislation in Ontario with a specific focus on identifying the barriers that small municipalities experience with implementing provincial emergency management regulations. Through a qualitative research approach, this study examines three small municipalities in southwestern Ontario – Bluewater, Goderich, and Middlesex Centre – which have a similar population size and geographic location. Interviews with key municipal stakeholders were conducted and their responses are analyzed within this report. The findings demonstrate that small municipalities are struggling to maintain emergency readiness due to a lack of financial capacity to invest in resources and proactive emergency measures.
