In a recent paper (Ref. 1), Papavassilopoulos obtained results on the probability of the existence of pure equilibrium solutions in stochastic matrix games. We report a similar result, but where the payoffs are drawn from a finite set of numbers N. In the limiting case, as N tends to infinity, our result and that of Papavassilopoulos are identical. We also cite similar results obtained independently by others, some of which were already independently brought to the notice of Papavassilopoulos by Li Calzi as reported in Papavassilopoulos (Ref. 2). Cooperative monitoring systems can play an important part in promoting the implementation of regional cooperative security agreements. These agreements advance the national security interests of the United States in a post Cold War environment. Regional issues as widely varying as nuclear nonproliferation, trade and environmental pollution can be the source of tensions which may escalate to armed conflict which could have global implications. What is the plight of Africa under the New World Order? The paper argues that the NWO poses severe economic problems for African nations. It offers two main practical solutions for these problems and plausible policy implications. The analysis concludes by acknowledging that structural adjustment programs as traditionally suggested by the International Monetary Fund and democratization of the polity will not guarantee economic prosperity for the continent.

This Article focuses on a subset of private/public partnerships - those that involve relationships between the public sector and charitable organizations, specifically "government created charitable organizations" (GCCOs). For example, the first President Bush, known as the "Education President," championed the creation of the New American Schools Development Corporation (NASDC) as the cornerstone of his education policy. Designed as an independent charitable organization, the NASDC's proposed budget relied on private corporate contributions. In this way, the federal government could assert that it would fund its new educational program without increasing the federal bureaucracy, raising taxes, or cutting other budget items. To …

This article looks at the political dynamics of affirmative action policy since its inception m the 1960s We suggest that while key variables created a relatively favorable climate for affirmative action m the first two decades or so of its existence, recent developments suggest that race-conscious programs will be substantially limited in the future, although not eliminated m their entirety. We contend that a changing judiciary, Republican control of Congress, and shifts m public opinion, as manifested in Proposition 209 m California, interact in ways that will make many compensatory programs difficult to maintain.

What type of change results from the sunset review process as an oversight instrument of accountability in government? Using data from a recent survey, this research develops a model for examining sunset changes. The research shows that there is a significant relationship between the outcome of sunset review and the type of recommendations adopted by the legislature. Moreover, agency age, legislative floor debates, and the level of board/commission decision making are important predictors of whether the agency is reestablished. Other results suggest that an agency with more influence and constituency support would easily resist change. Also, agencies that apply a …

Theory: We propose a theory of corporate taxation in the United States that builds on dynamic optimal taxation models. The theory is consistent with structural dependence theories (Lindblom 1977) in that expectations by investors of future tax policy limit policy maker options, primarily because corporate tax policy is time inconsistent. This theory contrasts with pluralistic models of corporate taxation because it recognizes the collective action problem facing business.

Hypotheses: We offer three propositions. First, effective corporate tax rates will be exogenous to aggregate business interests, and instead should cause the organization and activity of business. Second, a shock in effective …

This paper discusses how different types of performance measurement can be used to improve the accountability of homeless programs to consumers, funders and to the public. A distinction is made between the kinds of data used in formal research projects and data that can be practically obtained in a practice setting. Consumer outcomes are discussed in terms of accountability to consumers, program outcomes in terms of accountability to funders, and systems outcomes in terms of accountability to the public. Cost-benefit analyses are also discussed as providing another critical dimension of accountability to funders and the public.

The study was carried out from November 1994 to February 1995 in Nakuru Municipality, Nakuru District. Realizing that there is no one overall theory of exploitation and aggression, the study was based on two theoretical perspectives; the theory of aggression and the Marxist Social Class Theory.
