Emergency management policy is useful when it involves the stakeholders it serves in the decision-making process. The death toll for Hurricane Katrina in 2005 was almost 2,000 people. Many of the dead and injured lived in low-income communities. There were significant challenges with the evacuation of residents of the Ninth Ward of New Orleans during Hurricane Katrina. Like many public policies, emergency management has evolved over time. Periodically, a catalyst event, such as Hurricane Katrina, shapes public opinion and eventually public policy and its administration. Disasters can strike any population, but research has shown that poor, disabled, medically underserved people and children are more adversely affected than the general population. This qualitative descriptive case study aimed to understand better nonprofit organizations' (NPO) impact on vulnerable populations during disasters. Data was collected through semistructured interviews with representatives of NPOs from a southeastern city in Pennsylvania whose clients are vulnerable populations. This qualitative case study was based on Weisbrod’s theory of government failure. Women employed as emergency response personnel have faced familial challenges during the COVID-19 pandemic. The goals of this research were to identify the perceived underlying causes of work-life conflict for women serving in emergency response roles and how such work-life conflict can be addressed. In-depth interviews were used to collect data in this qualitative research study. The snowball method was used to recruit the nine study participants; inclusion criteria focused on a distinct group of emergency response professionals. Emergency management (EM) leaders must relate to group members with whom they have no organizational relationship. However, little is known about whether certain leadership approaches are more conducive to a successful EM organization. The purpose of this correlational study was to explore whether emergency managers (EMs) who employ a servant leadership style instill greater confidence in emergency team members than EMs who employ a traditional paramilitary style of leadership. Data were collected from 82 members of Safeguard Iowa partners thorough the Laub Organizational Leadership Assessment instrument. The intention of this qualitative case study was to understand the disaster survivors’ experiences with disaster volunteers. Understanding the experiences of the survivors with the volunteers may determine how disaster volunteer training could be improved to inform how overall assistance is provided to disaster survivors. A public health workforce must be trained to react quickly, especially in the case of terrorist attack. Political leaders and emergency management experts have often cited inadequate emergency training as a contributing factor in the public health system's failed preparations for a bioterrorist event. As a result of these failures, billions of dollars have been allocated towards correcting infrastructure deficiencies including training for public health nurses (PHNs), who are critical to a communitywide medical response.
