Drug use, policy and outcomes differ in all countries; however, trends exist in response to these circumstances and can typically be evaluated through a pragmatic and moralistic lens. The public health, and evidence-based pragmatic approach differs from the law enforcement-centered moralistic approach, specifically in outcomes of people suffering from substance use disorder. The presented work herein details a qualitative and quantitative approach to understanding the transmission of trauma from the surviving population of the 1994 Genocide Against Tutsi in their offspring using the APA PTSD System Scale-Interview (PSS-I). Several variables including age, gender and background were employed in this study.
