This report presents the findings, conclusions and recommendations of an evaluation of the Norwegian support to Norwegian People's Aid's mine action programmes commissioned by Norad's Evaluation Department and undertaken by COWI A/S. The evaluation provides information on the results of Norwegian People's Aid's humanitarian mine activities, and provides recommendations that can be used in future identification, design, and implementation of humanitarian mine activities.

The following report documents the findings and recommendations of a feasibility study commissioned by UNDP under the mantle of its ongoing support to mine action in Azerbaijan. As recommended in a 2008 UNDP outcome evaluation, the study was tasked with examining the “existing capacities of ANAMA, as well as techniques and facilities to recommend on the possibility of converting ANAMA to an International Center for Mine Action (IMC)”1.

The Azerbaijan National Agency for Mine Action (ANAMA) is a success story and is one of only five such agencies with comparable success. If the main stakeholders maintain their current support and approach to it, that success should continue.

The United Nations Development Programme (UNDP) approach to the project with ANAMA has proven to be a large part of this success and although its impact is now less – given the increasing strength of ANAMA – its role is still very important.

All the Outcomes and Outputs assessed by this evaluation have been met.

This document was prepared taking into consideration the current mine/UXO accident rate in the Kingdom of Cambodia. It also takes account of the Prime Minister’s address to the nation on the occasion of Mine Awareness Day 2006, during which he re-iterated the ultimate goal of mine action in Cambodia - to achieve Zero Victims by 2012. This mine risk education strategic plan is designed to help achieve that goal. As agreed by the MRE Technical Working Group, this strategic plan will be reviewed every 2 years to ensure it remains in line with the evolution of mine action in Cambodia.

This report presents the findings of the evaluation mission conducted from 14-29 June 2007. Meetings were held with key stakeholders and field visits were made throughout the territory of BiH. Because the bulk of the Dutch money went to capacity-building, the evaluation team visitied six of the regional offices of the Bosnia and Herzegovina Mine Action Centre (BHMAC) and meetings were held with the local staff. Additionally the team visited 5 sites cleared with Dutch money because, although clearance was only a minor part in the total funding of Humanitarian Mine Action in BiH.
