Selected Characteristics For Nebraska Counties From The 2012-2016 American Community Survey, Center For Public Affairs Research (Cpar)

On December 7, 2017, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2012 through 2016, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2012 through 2016. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

When studying population change in Nebraska during the 2000s decade, it is clear that county level changes were far from uniform. While the state increased by about 115,000 people, only 24 of the state’s 93 counties experienced a population gain. Nearly 75% of Nebraska’s counties had a population decline during the decade, one of the largest such percentages of counties among all states in the Midwest and Great Plains areas of the United States. In 2011 the Census Bureau released a special set of tabulations that showed common statistics by race and ethnicity, ancestry, and country of birth for the 2006-2010 timeframe. This special product provided more detail than was available otherwise. For example, standard tables often only list a category for “Subsaharan African” but these tables listed figures specifically for those from the country of Somalia or listing a Sudanese ancestry. The Census Bureau plans to release updated tabulations for the 2011-2015 timeframe over the summer. This paper re-examines and updates a theoretical urban political-economic perspective, presented 40 years ago by David M. Gordon1 and other scholars in his “Problems in Political Economy: An Urban Perspective (1977).” This theoretical understanding and narrative (termed “radical” at the time), maintains that both conservative and liberal approaches to poverty and related social problems, have failed and will ultimately continue to fail for a singular, underlying reason. The Federal Transit Administration (FTA) defines intercity bus service as “regularly scheduled bus service for the general public that operates with limited stops over fixed routes connecting two or more urban areas not in close proximity, that has the capacity for transporting baggage carried by passengers and that makes meaningful connections with scheduled intercity bus service to more distance points, if such service is available.”

In rural states like Nebraska, intercity bus services are used most often to connect rural areas with larger urbanized areas.

Nearly every state in the US imposes some form of limitation on local fiscal decisions – typically property taxes. The effects of tax and expenditure limitations (TELs) on fiscal outcomes have received significant attention by scholars, particularly since passage of California’s Proposition 13. The impact of TELs, however, remains an open empirical question, particularly at the municipal level. Do municipal governments with varying types of TELs, changing TEL structures, or no TELs experience different fiscal outcomes? U.S. local governments play a key role in funding, operating, and maintaining local roads, bridges, airports, transit facilities, drinking water and sewer systems, and other types of infrastructure. However, as is widely publicized, local governments across the United States are facing a serious infrastructure deficit and are exploring new ways to finance needed expansions, upgrades, and repairs. The literature on tax and expenditure limitations (TELs) is extensive and continues to grow, as the impact of these institutional constraints on fiscal and economic outcomes continues to develop. In this survey, we review the literature of state- and local-level TELs, in an attempt to provide an overview of their theoretical, operational, and empirical contexts. The study concludes with a discussion of future TEL research needs.
