The Total Sanitation Campaign is an initiative launched by the Government of India in 1999 to accelerate sanitation coverage throughout the country. This thesis measures the impact of the Total Sanitation Campaign on education in Indian government schools. I assess whether access to toilets, access to water or access to both toilets and water impact the following parameters of education: literacy, current enrollment in school or completed years of education. Data is sourced from the Indian Human Development Survey (IHDS) 2005, sorted for the nineteen major states in India and aggregated at a district level for each state. The analysis …

Providing energy security and diversifying the energy production in India align with the country’s rising power ambitions and policy goals to industrialize. Renewable energy provides a useful tool for the state to meet these policy goals without producing more air pollution and additional environmental degradation. When delivered well, education is key to addressing a host of individual and societal ills, from poverty and disease to crime and poor voter engagement. India has demonstrated considerable progress in improving various aspects of its primary education system, including infrastructure and buildings, teacher-student ratios, and school enrollment. However, student learning outcomes remain consistently low across the country. A review of the literature surrounding learning outcomes has highlighted gaps in school instruction and has shown the dire need for innovations in pedagogy and curriculum to improve student learning. Human Development And Subnationalism: A Disaggregated Analysis Of Indian States: Kerala And Uttar Pradesh, Manika Garg

This thesis investigates achievements in human development outcomes on health, education, and poverty indicators across Indian states, in order to discern what factors might influence a state’s better orientation toward social policies. After conducting data analysis, the study explains differences in outcomes, as achieved by Kerala and Uttar Pradesh, by building an argument of subnational solidarity and its impact on determining the state’s policy agendas.

This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. The Right of Children to Free and Compulsory Education Act is India’s most recent national-level policy in pursuit of universalizing elementary education. While some states have been successful at increasing the number of students who attend school, reducing dropout rates, and reducing the rates of out of school children, others are still struggling to make progress. The states that are successful are surprising in some instances because they are not particularly wealthy, they have large rural populations, and some face larger socio-political issues. India does not fit easily into existing models of thought on the nature of a state and defies ease of understanding. Though India is most often considered to be a subsidy state, I show in this thesis the notion of the subsidy state does not capture the true nature of the Indian state. This paper argues for the importance of scale, management and sovereign-led development in considering a more human-centric model for Third World development. It begins by reviewing the history of the mainstream Western development model through the evolution of modernization theory and foreign aid. It explores general critiques of this model offered by scholars, focusing on unequal power relations, the high cost of aid, and problems with ‘cookie cutter’ style development projects that don’t take into account disparate environments. In 2009–2010 India faces dramatically different foreign policy challenges than it faced even ten years ago. Similar to other ascendant powers such as China and Brazil but unlike smaller powers, India must not only cope with a transformed international system and project the country's global aspirations, but also ensure that its emergence as a rising power responds to its domestic dilemmas and constraints. Scholars of business associations have recently learned a great deal about how associations contribute to development, but much less about the origins of such developmental associations. This essay introduces and assesses a new political explanation for the origins of ‘developmental associations.’ Conventional wisdom holds that developmental associations must be able to rise above political and collusive pressures and establish autonomy from states. Yet, I argue that these associations’ developmental capacities emerge as a result of active state support by key actors, and in response to challenges and threats posed by competitive business organizations.
