San Diego imports 80 to 90 percent of its water supply, depending on conditions during any particular year. This high level of imports and low diversity of water supply have combined with climate change to generate an urgent need for increased conservation and diversification of San Diego's water supply. Water reuse is one option to mitigate this problem. An attempt was made in the early 1990s to recycle wastewater but the public reacted badly due to a combination of bad public relations, perceived environmental justice issues, and a psychological phenomenon called the yuck factor. Public Land And Its Management: Why The Research Is Not Enough, Corinne Calhoun

Ecological research, both basic and applied, can inform management decisions on public land in a number of ways. Most importantly, it can illuminate any negative effects of a given land use practice as well as the causes behind that effect. This type of information can be important to a management agency, such as the BLM, with a multi-use mission as these studies indicate under what management regimes a land use is in contradiction with other goals, such as conservation or restoration.

Climate change tests the limits of human understanding of complexity and uncertainty. It challenges assumptions about our presumed power of control over this planet. This paper examines the theory of how governmental executive branch agencies make regulation decisions about climate change using the decision-making methodologies of cost-benefit analysis and the precautionary principle, and as influenced by perceptions of the bounds of human rationality and ability to deal with risk and uncertainty.

Incentives For Distributed Generation In California: The Rise Of Third-Party Solar Development, Joshua M. Propp

There are a series of state and federal incentives in California to encourage the installation of distributed generation (DG) renewable energy, largely photovoltaic (PV). This thesis explores the policies behind the incentives, namely the Federal Investment Tax Credit, California Solar Initiative, and Net Energy Metering requirements. Discussion is informed by environmental policy tools, as well as business models that have acted to increase accessibility to these investment-intensive projects. Underlying this analysis is the theme of a shifting energy paradigm, with distributed generation spreading political, economic, and electric power.

TreePeople is a Los Angeles based non-profit organization that uses environmental education, initiatives, and programs to engage with the greater community to work towards the goal of a sustainable future for Los Angeles. The Fruit Tree Program is one of TreePeople’s longest running programs of 29 years, which distributes free bare-root fruit trees to economically disadvantaged communities as a source of fresh fruit and the other environmental benefits that trees offer. While environmental and economic sustainability have been driving factors in the movement towards a more resilient built environment, social sustainability is a factor that has received significantly less attention over the years. Federal support for low-income housing has fallen drastically, and the deficit of available, adequate, affordable homes continues to grow. In this thesis, I explore one way that architects can design affordable housing that is intrinsically sustainable. In the past, subsidized low-income housing has been built as if to provide a short-term solution—as if poverty and lack of affordable housing is a short-term problem. Charter schools are publicly funded schools that are an integral part of the school choice movement, following a market-model of education based on autonomy, competition, and choice. However, charter schools are also mandated to adhere to all laws and regulations in the Individuals with Disabilities Education Act (IDEA) when educating students with disabilities. The education of students with disabilities within the charter school environment can result in policy tensions. This paper will examine the salient issues surrounding special education as it pertains to the state, authorizer, and operator in the areas of transparency, processes, and outcomes.

This paper investigates the role of social capital and school structure on the academic success of Latino students. A review of the literature on previous explanations of Latino failure, research on academically successful Latinos, and the role of social capital and school structure on Latino academic success are investigated. The research shows that the way students are tracked in school plays an important role in gaining access to school agents and other academically successful peers. These relationships give access to social capital and increase college access. Implications for policy and practice are discussed.

The Works Progress Administration (WPA), served as a catalyst for public works programs, specifically in the area of providing work to the unemployed. In cities all over the nation, the WPA provided grants that either paid employees directly or allocated funds to private firms. These programs were fundamental not only to the individuals they employed, but to the future of the cities themselves. Through the construction of public buildings, art projects, parks, and roads, American cities endured, remained intact, and even flourished as a result of the WPA.

After decades of struggling to gain the right to vote, women were finally granted that right with the passage of the Nineteenth Amendment on August 18, 1920. While it would seem that most, if not all, women would be in favor of gaining the right to vote, the women’s suffrage movement did not represent the wishes of all women within the United States. Scholarship in this area largely focuses on the historical developments of the suffrage movements, with the presence of female opponents of suffrage and anti-suffragist organizations receiving less attention.1 These anti-suffragists were vocal in their opposition to the …

The Trade Related Intellectual Property Agreement (TRIPS) has had a profound effect on industrialization and innovation, as well as access to medicines in cases of public health crisis such as HIV/AIDS. However, compliance with TRIPS has varied in developing countries, despite heightened international pressure. For instance, Brazil has pursued a coherent approach to its HIV/AIDS health crisis, while India has failed to take care of its HIV patients despite late compliance with the TRIPS agreement and the presence of business firms that produce the generic medicines for HIV/AIDS. The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. While we have seen no photographic evidence of an organic (main) gun placed on cartel IAFVs as of yet, these weapons …
