The Inland Empire in Southern California embodies unique spatial and social configurations as a consequence of how settler colonialism has manifested locally in the region since the Spanish Mission Period. This work uses GIS software to estimate patterns of land conversion for residential, agricultural, and warehouse land from 2012 to 2022. Preliminary analysis suggests that thousands of people have been displaced by warehouse expansion over the ten-year period. In the twenty-first century, the Southern California logistics industry continues processes of land dispossession and racialized labor exploitation through displacing agricultural and residential land, exposing disproportionately low-income Black and Latine communities living …

Promoting cycling is one of the low-hanging fruits to decarbonizing transportation, with further extensive benefits to quality of life. The main deterrent to the adoption of cycling for transportation is the lack of safe and connected infrastructure. This thesis explores and compares the case studies of Paris and Bogotá, where cycling modal shares grew significantly within the last decade. Plans outlining ambitious goals around sustainable transportation were put in place, and total bicycle network lengths increased rapidly in both cities. My work focuses on examining policy and infrastructure developments that lead to increased adoption of cycling over time in Paris …

In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. These regulations exemplify a command and control approach to emissions mitigation as opposed to a market-based approach, and indeed tend to be favored by grassroots activists who may be skeptical about market-friendly policies; my thesis seeks to …

The Commission of Immigration and Housing (CCIH) was created in the summer of 1913. This essay argues that the need California’s progressive felt to protect and improve Mexican immigrants during the early twentieth century shadowed the expression of agency by Mexican immigrants alongside working-class and non-white immigrants. The commission’s engagement with Mexican immigrants in efforts to “Americanize” them furthered ideas that rejected immigrants from full political participation. Through arguments about improving ‘the standard of living’ and the conditions in labor camp throughout the state, the commission balanced serving immigrant needs while staying away from interfering with California’s agricultural wage-labor system. …

This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. Through interviews with government officials, non-profit partners and advocates, and vendors from different parts of the City, I analyze information around the policy itself, its history, and the impact it has and is expected to have on vendors and their businesses. This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

Shifts in culture and technology have changed the manifestation of celebrity in modern society, culminating in the practice of internet microcelebrity, where one views followers as fans, produces content consistent with a personal brand, and engages in strategic interaction with devotees. This thesis examines how those effects have also changed how terrorists present themselves and operationalize celebrity status. An original typology of terrorist celebrity is presented: traditional, martyr, and internet micro-celebrity. This thesis investigated the restoration of mauri (life-force) to Ōkahu Bay, Auckland New Zealand. Ōkahu Bay is part of the land and waters of Ngāti Whātua Ōrākei, a Māori hapū (sub-tribe). Ngāti Whātua Ōrākei has been driving the restoration, restoring Ōkahu Bay based on their worldview, visions, and concerns. This vision and control of the restoration process allows them to bring in the hapū in sustainable engagement and have the long-term vision and commitment necessary for self-determination. Focusing events are sudden, rare events that become known to policymakers and the public simultaneously, highlighting issues with existing public policy. Two case studies, the gas leak from the Aliso Canyon natural gas storage facility near Porter Ranch, and the publication of the Health Risk Assessment and discovery of lead contamination from Exide Technologies’ battery recycling facility in Vernon, are used to deepen theoretical insights into the development and functionality of industrial health crises as focusing events. Efforts to maintain a relationship to food pathways have been consistent throughout U.S. history despite the general evolution towards an increasingly industrialized food system. Urban agriculture serves as a means of reclaiming and furthering knowledge of where food comes from while also addressing larger social, economic, and environmental goals. This has been demonstrated in Chicago where urban farmers have worked to improve food access, increase employment, and revitalize communities all across the city. This thesis examines U.S. immigrant and refugee policy and policy discourse to understand the formation of Muslims as particular sites of risk as immigrants in the War on Terror. Theorists of international relations theorize securitization as a process in which state actors begin to use the language of security in considering the regulation and governance of a certain policy issue area. This thesis analyzes how caring relationships and an emancipatory approach to law related education (LRE) within juvenile justice facilities can cultivate political agency. I focused specifically on Camp Afflerbaugh-Paige, an LA County juvenile probation facility, in La Verne, CA, as a case study. During three months of teaching a law related education class and embedding myself at the facility with an asset-based framework, I encountered a wealth of knowledge that incarcerated juveniles possess, not from formal education or research, but based in their own lived experiences. This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. Though food is widely recognized as a basic necessity for humanity, disparate access to it highlights whose bodies, environments, health, nutrition, and utter existence has mattered most in American society—and whose has mattered the least. Through interviews with residents of the South Side of Chicago about the alternative food pathway they’ve forged for themselves, we learn that food becomes much more than just sustenance. Although major whaling practices have ceased, increasing human involvement and influence in the world’s marine ecosystems continue to adversely effect global whale populations. It is a major concern throughout Antarctic waters, where endangered Oceania Humpback Whales (Megaptera novarangliae) annually feed. This study analyzes the extent to which a proposed marine protected area within the Ross Sea may indirectly harm the last remaining endangered population of Humpbacks. Using current satellite tracks of southern Humpback migrations, this model maps the effects of displaced Toothfish fisheries, and suggests further conservations efforts, based on New Zealand’s Precautionary Approach, to protect these vulnerable whales.

Public transportation plays an integral part in a city's development, but transportation professionals disagree about whether it is feasible to increase the capacity of public transportation systems at a reasonable cost; and if it is, how. This study develops an agent based model that aims to answer this question and provide a framework to compare the effects of improvements in different aspects of the public transportation service. The results of this study show that it is possible to increase ridership enough to compensate for the increased operational cost, but only in certain circumstances. This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. Since the 1960s, the modern environmental movement, though generally liberal in nature, has historically excluded a variety of serious and influential groups. This thesis concentrates on the movement of working-class housewives who emerged into popular American consciousness in the seventies and eighties with their increasingly radical campaigns against toxic contamination in their respective communities. On October 1st, 2013, a mandate was adopted by the California Public Utilities Commission (CPUC) requiring that 1.325 GW of energy storage capability be installed on the California electricity grid by 2024, through the actions of the state’s three investor-owned utilities. While this is a bold first step towards mandated energy storage in the United States, it may be only the beginning for an energy storage industry in this state.
