A memo on the accident dated 6th January 1995 mentioned an investigation into the accident carried out by a UN TA [no copy was on file]. That investigation stated that Victim No.1 died in Maputo Central Hospital. Victim No.2 lost "one leg and fingers on his left hand". The memo stated that "the minefield survey is the most dangerous part of demining operations" and recommended suspension of surveying operations until SOPs had been "developed". No description of the accident was given and no blame was attributed.

It's The Budget, Stupid: A Policy Analysis Of Clinton's First Budget, James Max Fendrich, Jamie Miller, Tim Nickel
The Journal of Sociology & Social Welfare
This paper analyzes President Clinton's first budget. Clinton's budget is his public policy. The budget is compared to Clinton's three stated objectives of stimulating the economy, investing in the future and reducing the deficit. His proposed budget and subsequent modifications are also compared to the budgets of previous administrations. In contrast to Reagan's first budget, which was a radical modification of public policy, Clinton's budget is only an incremental change from the public policies of the Reagan/Bush years.
New Opportunities, New Responsibilities: Welfare Reform In Wyoming, Mark W. Lusk, Joseph D. Nies
New Opportunities, New Responsibilities: Welfare Reform In Wyoming, Mark W. Lusk, Joseph D. Nies
The Journal of Sociology & Social Welfare
Early experiments with welfare-to-work programs and other welfare reform initiatives had disappointing results, but successful state trial programs since the Family Support Act of 1988 are changing the prevailing wisdom. With evidence that reform can enhance self-sufficiency, many states are embarking on a redefinition of public assistance. Wyoming, a conservative frontier state, is implementing a welfare reform plan that incorporates components shown to be successful elsewhere. In addition to enhanced child support enforcement and workfare, Wyoming welfare reform stresses job preparation, education, and training up to the university level. Degree programs utilize the state's video network and are adapted to …

Effect Of Leadership Style On Work Climate And Program Completion In Domiciliary Addiction Programs, Patricia L. Johnson
Effect Of Leadership Style On Work Climate And Program Completion In Domiciliary Addiction Programs, Patricia L. Johnson
Electronic Theses and Dissertations
Addiction leads to homelessness, AIDS, other health problems, crimes, financial burdens, family conflict and many social and psychological problems. Relapse rates remain very high in addiction programs and employees are frustrated by the poor response of clients to treatment and to the bureaucratic style of management often found in hospitals and clinics. Relapse rates are due to stress factors, respondent conditioning processes, and lack of focus on techniques of relapse prevention. One approach to overcoming the morale problem could be a more participatory style of management to improve the work climate. This study was completed in response to the lack …

State Welfare Reforms: Typology And Analysis, Malinda B. Orlin
State Welfare Reforms: Typology And Analysis, Malinda B. Orlin
The Journal of Sociology & Social Welfare
Recent state initiatives to change the AFDC program are usually described as a unified welfare reform movement with the single goal of decreasing welfare usage. However, analysis of state waiver applications submitted to HHS finds no single purpose in the reforms. Additionally, the net effect of the state experiments would be to increase usage by expanding eligibility.
Revisiting The Issue Of Terrorism: An Institutional Analysis Of U.S. Sponsored Terrorism Directed Toward Cuba, Rick A. Matthews
Revisiting The Issue Of Terrorism: An Institutional Analysis Of U.S. Sponsored Terrorism Directed Toward Cuba, Rick A. Matthews
Masters Theses
Consistent with Herman's (1982) call to more critically examine state-sponsored terrorism, this study assesses the sociopolitical and economic context in which the U.S. has terrorized the nation-state of Cuba. While the definitional framework in which the U.S. has traditionally examined acts of terrorism excludes from it the possibility of self incrimination, this research uses a single standard and nondiscriminatory definition which examines the behavior in question and harms done, as opposed to a definition based on power considerations alone. The method in which this research is conducted is qualitative, consistent with the principles of a sociohistorical case study, using an …

Neighborhood Livability In Northwest Portland: A Case Study Of Portland's Northwest District, Martha J. Bianco, Judy S. Davis, Vicky Lovell
Center for Urban Studies Publications and Reports
Portland's Northwest Neighborhood District ("the District") has a unique character, reflecting its special role in Portland's economic history and its geographical location relative to the downtown area, the Willamette River and the West Hills. Current tensions between the District's function as a close-in, high density residential area and its commercial activities are the most recent iteration of tensions that have existed from the time the area was first settled.
This study examines the impacts of retail and residential land use in the District and how this mixture of residential/retail affects the residential livability.

The Decision And Rationale Which Led To Construction On High-Risk Land After The 1964 Alaska Earthquake: Analysis Of Risk-Based Cultural Dissociation, Sheila Ann Selkregg
Dissertations and Theses
Many lives and much property are lost in disasters when individuals and communities choose to ignore information which could mitigate the potential disaster. This case study examines community and individual decision processes and rationale which led to construction of a high-occupancy high-rise courthouse on land designated as high risk after the 1964 Alaska earthquake. The study reviews policy and decision making, psychology, and risk management literature to explore the psychological mechanisms and processes of hazard mitigation decisions.
It questions why individuals and communities choose not to mitigate when they have the information which makes risk mitigation possible. The hypothesis theorizes …

A New Social Contract For The American Workplace: From Paternalism To Partnering, Murray L. Weidenbaum, Kenneth W. Chilton
Murray Weidenbaum Publications
As American business struggles to cope with global competition, technological breakthroughs, and various forms of deregulation, the workplace is being thrown into turmoil. Against this backdrop, 1994 is also on pace to set a record for publicly announced downsizings, most of them justified under the banner of "restructuring." This study is the first comprehensive look at this evolving picture.
How To Restore Employee Trust In Management: A New Social Contract For The American Workplace, Murray L. Weidenbaum
How To Restore Employee Trust In Management: A New Social Contract For The American Workplace, Murray L. Weidenbaum
Murray Weidenbaum Publications
The number of layoffs and the amount of downsizing in corporate America are both happening at unprecedented rates. Firing workers has falsely become the ultimate management tool to success. The old social contract of work in exchange for fair pay and some measure of job security is deteriorating. Accordingly, this paper introduces a new social order that replaces paternalism with partnership, views employees as value-adding resources, and focuses both employers and employees on meeting the customers' needs and desires.
