Artificial Reef Attributes And The Relationship With Natural Reefs: Evidence From The Florida Keys, William L. Huth, O. Ashton Morgan, Paul Hindsley

Natural or coral reefs represent extremely valuable ecosystems supporting an estimated 25 percent of all marine life, yet recent reports suggest that 75 percent of the world’s natural reefs are under threat from both natural and human stressors. In areas such as the Florida Keys that boasts an expansive mix of natural and artificial reefs, recreational diving on the system provides an important economic contribution to the local community but also potentially contributes to the stress of the existing natural reef system. In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. No time to waste: Crowdsourcing global wastewater treatment data

Worldwide, over 80 percent of wastewater is discharged into water bodies without undergoing treatment, severely impairing human well-being and ecosystem vitality along the way. National performance on wastewater treatment is difficult to quantify and is poorly understood due to a lack of common definitions, poor data collection standards, and limited historical data. To address this, the Yale Environmental Performance Index (EPI), a research group that produces a biennial ranking of country-level environmental performance, developed a first-of-its kind national wastewater treatment indicator.[1]

This Article presents a comparative institutional analysis of an increasingly important type of environmental conflict—the agricultural-waste-discharge and water-land-nexus conflict—using the recent citizen suit Waterkeeper v. Hudson as a case study. The objective is to assess the resource allocation efficiency and procedural fairness of the dispute processing in Hudson. The Hudson setting involves substantial scientific complexity, including ecological interdependencies, unobservable and observable land management decisions, pollutant transport, in-stream removal, and the problem of multiple and diverse sources of water quality pollution. This research is an effort to focus on frontline regulators with the Ohio Environmental Protection Agency and Wisconsin Department of Natural Resources. An online survey was conducted of frontline regulators in these agencies to explore their knowledge, attitudes, and perspectives on policy implementation. More specifically, we endeavor to answer how frontline workers implement environmental policy. To analyze these data, we use two categorizations of factors (knowledge and attitudes, and contextual factors) offered by May and Winter (2009) to examine what influences the decision making of frontline regulators in their regulatory interactions.
