This paper presents findings on initial changes in service reliability following Tri-Met’s deployment of a new bus dispatching system using automatic vehicle location and automatic passenger counter technology. Changes in on-time performance, headway variation, run time variation, and run times were determined with respect to pre-deployment levels. Changes in headway variation and run times were also used to estimate the initial benefits of the new system with respect to operating costs, passenger waiting, and passenger travel time.

The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University conducted this study to review the issues and implications involved in the investment of public funds in private freight infrastructure. After thorough legal research, the project team reached the following conclusions: LEGAL ANALYSIS: The California legislature has the legal power to invest public funds in privately-owned freight infrastructure projects State Highway funds, excepting gas tax revenues, may be used for investment in freight infrastructure projects. Income Distribution, City Size, And The Role Of Public Transportation, Thomas W. Sanchez

This article presents an income inequality analysis for all 1990 U.S. metropolitan statistical areas (MSAs). The analysis is concerned with whether public transportation has a detectable influence on levels of urban income equality. Because public transportation systems are generally designed to link residences with employment locations, higher levels of transit service provision, all other factors being equal, should be associated with higher employment rates and more uniform distributions of economic gains. Exploring Alternative Purchasing Strategies: Just-In-Time Or Just Enough?, Julie J. Gentry, Matthew A. Waller, Scott B. Keller

What are the prevalent purchasing strategies used by manufacturing firms to purchase components that are critical to the quality of their most important products? This research reports the findings from data on purchasing strategies collected from 248 companies. The data indicate that although firms seem to be moving away from a transaction-based purchasing strategy towards "partnership" relations necessary for successful just-in-time strategies, firms are likely to embrace one of four hybrid purchasing strategies that on a spectrum would fall somewhere between the two "pure" strategies. These identified strategies offer purchasing managers viable alternatives to moving directly into a just-in-time environment.

U.S. maritime unions have played a vital historical role in both the defense and the economic development of the United States. The economic and the political forces that helped shape and promote the growth of U.S. seafaring labor unions changed dramatically in the 1990s. Maritime union membership in the United States has fallen by more than 80 per cent since 1950. Inflexible union work rules and high union wage scales have contributed to this decline. Recent regulatory and industry changes require a new union approach if U. S. maritime unions are to survive the next decade.

This article investigates the impact of the much-hyped Y2K phenomenon on truckload transportation requirements in the United States, as a result of year-end inventory build-ups. The article reports the results of a Y2K Truckload Transportation Survey of truckload shippers conducted in August of 1999. Additionally, the article takes a post-hoc look at what actually occurred in an effort to completely document the impact of the Y2K phenomenon in the dry van, temperature controlled, and flatbed segments of the truckload transportation industry.

Over the past two years the Pedestrian Transportation (PTP) of the City of Portland has been engaged in a project to encourage walking and transit use through targeted infrastructure improvements. These improvements are intended to enhance pedestrian access to transit service by aiding street crossing and providing more amenities at bus stops. Other improvements include landscaping, sidewalks, curb extensions and ramps, and improved street lighting. One of the basic assumptions of this project is that the pedestrian environment is related to transportation choices. This report explores that assumption.

Data sharing among organizations has the potential to 1) decrease long-term costs of obtaining and maintaining data and 2) to facilitate data consistency and accuracy. This is the final report of the Lloyd District transportation management program and the subsequent survey.

During the one year that had elapsed between the implementation of the Lloyd District transportation and management programs and the survey information collected in this study, the drive alone mode for the trip to work by employees in the Lloyd District had decreased by 7 percent. For the District as a whole, the drive alone commute share is about 56 percent. These are remarkable achievements.

The purpose of this paper is to develop a framework and principles for sharing of transportation data. The framework is intended to clarify roles of the various participants and the principles are intended to provide guidance for the participants. Both the framework and the principles are based on a GIS-T data model that defines relations among transportation data elements. This paper empirically explores the role of transportation in creating a customized supply chain using postponement. Based on a survey among manufacturers in three countries, it was found that a reconfiguration is needed for the creation of a customized supply chain. In this reconfiguration process, transportation considerations are extremely important, resulting in supply chains and distribution channels that are globalized and reliant on international transport. Postponement is increasingly applied in both manufacturing and distribution. Thus, through the facilitation of postponement and customization activities in the distribution channel, much business is to be gained for transportation and logistics companies.

Since the late 1970's the United States has progressively deregulated the motor carrier industry. Throughout the 1980's, deregulation was viewed as a positive trend by most industry practitioners. Past research has determined that, despite the fact that bankruptcies have increased since deregulation, the motor carrier industry has benefitted by less government intervention. The current study attempts to ascertain if motor carrier deregulation is still perceived positively in the mid-1990's. This research uses an event study methodology to examine the immediate financial impact of the ICC Termination Act of 1995 on 44 motor carrier industry participants. The dynamic nature of today's global economy places a premium on a firm's ability to anticipate and to respond to customer needs as well as changing competitive pressures. Within this environment, developing a successful logistics strategy can be critical to the firm's long-term competitive success. This paper looks at the potential for using the product life cycle (PLC) as a strategic framework in the logistics strategy planning process. Results of an empirical study that investigated the appropriate use of 43 logistics techniques across PLC stages are reported. The implementation status of the various logistics techniques is also considered.

This article presents the findings of a comprehensive survey sent to members of the American Society of Transportation and Logistics. The survey investigated various elements of quality improvement programs in use among U.S. rail carriers, including program design and subsequent successes. Perhaps due to the heavy competition within the transportation industry, it was found that the vast majority of U.S. rail respondents did indeed utilize formal quality assessment and improvement programs, makingthisan interesting industry segment to study. The survey findings are summarized in the article.

Logistical friendliness (unfriendliness) refers to the ease (difficulty) of arranging international freight operations to/from a particular country. The present paper builds upon previous research by 1) examininglogistical friendliness and unfriendliness as two different constructs (rather than as opposite ends of the same continuum), and 2) linking the delineation of logistically friendly and unfriendly countries with the reasons for friendliness (unfriendliness). The study results could be quite valuable with corporate decisions as to which countries to do business in, as well as with the appropriate organizational strategies for entering the chosen countries.

Light Rail Transit Impacts In Portland: The First Ten Years, Kenneth Dueker, Martha J. Bianco

This paper examines how the first decade of light rail transit (LRT) in the Portland region has affected auto ownership, mode share, density, and property values. The empirical analysis provides evidence that light rail has had some positive effect of rail on single-family property values, transit use, and slower growth of two-plus car households in the outer part of the LRT corridor as compared to an outer part of a parallel bus corridor. These effects may be the result of households self-selecting to make housing location decisions where LRT is located, rather than current households changing mode.

This paper suggests an intelligent controller for an automated vehicle planning its own trajectory based on sensor and communication data. The intelligent controller is designed using the learning stochastic automata theory. Using the data received from on-board sensors, two automata (one for lateral actions, one for longitudinal actions) can learn the best possible action to avoid collisions. The system has the advantage of being able to work in unmodeled stochastic environments, unlike adaptive control methods or expert systems. Simulations for simultaneous lateral and longitudinal control of a vehicle provide encouraging results

Traditionally, traffic assignment and traffic control in general have mostly been performed using optimisation techniques which do not lend themselves to real-time control. This volume presents feedback control techniques for performing traffic assignment in real-time, where traffic diversion control variables are instantaneous functions of sensed traffic variables. The authors outline the whole theory behind Intelligent Transportation Systems (ITS) which allows traffic variables to be sensed in real time and microprocessors to use the sensed traffic variable input to perform the traffic actuation tasks.
